Scope of Work

The contractor will provide comprehensive maintenance, training, and logistics support for a fleet including 41 AH-64D/E, 8 CH-47F, 46 UH-60s, 8 CH-47s, 11 Bell 406 Combat Scouts, and 29 Schweizer 333 Initial Entry Rotary Wing (IERW) training aircraft, along with associated ground support equipment. Services encompass scheduled and unscheduled maintenance, non-standard repairs, On-the-Job Training (OJT), central contract management, Crash and Battle Damage (CBD) support, Aviation Life Support Equipment (ALSE), Airframe Condition Evaluation (ACE), and Sustainment Maintenance across seven geographic locations within KSA (Riyadh, Kharj, Khamis, Tabuk, KKMC, Dammam, Qassim).

Key responsibilities also include compliance with DCMA 8210-1D for flight and ground operations, backshop support, property and supply management, and procurement assistance in accordance with NCMA standards and FAR. The RSLFAC will provide significant base support, including working space, material, equipment, vehicles, fuel, and facilities, at no charge to the contractor.

Submission Requirements

Interested parties must submit a capability statement (maximum 10 pages, 10-point Times New Roman, single-spaced, 1-inch margins) via email to the Contracting Officer. Special Considerations

The prime contractor must possess or be able to obtain an appropriate Facility Clearance (DD Form 254 applies). Contractor personnel will require OPSEC training and adherence to local security policies. The Service Contract Act is anticipated to apply. Numerous Contract Data Requirements Lists (CDRLs) are specified, including monthly Manning Accountability, Performance, and Expenditure Reports, and annual Safety and OJT Standard Operating Procedures (SOPs).
