SCIF Information: Asks about existing, government-accredited SCIFs, ownership, and average cost per square foot. Business Size & Experience: Collects information on business size, socio-economic category, and detailed experience in providing full application lifecycle support, particularly in segregated security domains and classification levels. It probes into prime/subcontractor roles, contract types, years of experience, and the nature of applications supported. Teaming Arrangements: Inquires about interest in proposing for the requirement (Sustainment & Development of 50 applications) and preferred teaming structure (prime, JV, etc.). Experience Questions (Tab 2): Detailed questions cover experience in program and financial management, security and compliance, AI/ML integration, scaled agile development, enterprise system integration, testing and QA, cloud architecture, tiered support, modernization strategy, and disconnected operations, all within classified environments. Comments/Suggestions (Tab 3): Provides space for vendors to offer additional feedback.

Request for Information (RFI)

This RFI is issued by the Defense Intelligence Agency (DIA) to obtain information regarding industry capabilities for providing Information Technology and Technical Assistance to support the Chief Information Office (CIO) Mission Applications IT Support (MAITS) portfolio. The goal is to identify sources with the depth and breadth of skills and experience to meet future requirements for enterprise-level mission and business applications and data management services.

The anticipated scope of work involves providing IT programmatic support for approximately 50 applications across six Communities of Interest (COIs): Analysis & Production (A&P), Business Enterprise Systems (BES), Directorate for Operations (DO), Information Technology Services (ITS), Joint Intelligence Operations Center (JIOC), and Science & Technology (S&T). Key services include:

• Full-scope IT Operations and Maintenance (monitoring, upgrading, sustaining accessibility, database/systems administration, Tier 1-4 technical support).
• Design, development, and deployment of IT applications, including testing and evaluation.
• Configuring systems to adhere to federal government Risk Management Framework (RMF) and cybersecurity accreditation requirements.
• Implementing ETL methodologies for data flows.
• Integrating Artificial Intelligence/Machine Language (AI/ML) systems.
• Operational maintenance of systems across classified, cloud, virtual, and on-premise environments.
• Designing and implementing Disaster Recovery (DR) and Continuity of Operations (COOP).
• Utilizing agile development practices, DIA's Capability Development Pipeline (CDP), Cloud architectures, DIA Platform as a Service (DPaaS), DIA Enterprise Services, Zero Trust security services, and DevSecOps methodologies.
• Adherence to Quality Management System (QMS), Performance Management System (PMS), Information Technology Service Management (ITSM), Information Technology Infrastructure Library (ITIL), Risk Management Framework (RMF), Software Development Lifecycle (SDLC), Internal Use Software (IUS) Compliance, and Development Operations (DevOps).

If a contract is awarded, it will be subject to the availability of FY27-31 funding.

• Interested and qualified sources are requested to respond with a capability synopsis and complete the attached MAITS Market Survey Questionnaire.
• The submission deadline is Wednesday, 1 July 2026, at 1600 EST.
• Submissions are limited to 20 pages, excluding synopsized resumes.
• Responses should be provided in both hardcopy and softcopy.
• This notice is for information and planning purposes only and does not commit the Government to any contractual agreement; it is not a request for proposal.
