The Defense Intelligence Agency (DIA) has issued a Request for Information (RFI) for Mission Application IT Support (MAITS). This RFI seeks to identify industry capabilities for providing Information Technology and Technical Assistance to support the Chief Information Office (CIO) MAITS portfolio. The goal is to gather information on architecture, development, implementation, sustainment, and transition services and technologies for enterprise-level mission and business applications and data management. Scope of Work
The anticipated scope involves IT programmatic support for approximately 50 applications across six Communities of Interest (COIs): Analysis & Production, Business Enterprise Systems, Directorate for Operations, Information Technology Services, Joint Intelligence Operations Center, and Science & Technology. Key services include:
- Full-scope IT Operations and Maintenance: Monitoring, upgrading, sustaining accessibility, database/systems administration, Tier 1-4 technical support.
- Application Lifecycle Support: Design, development, deployment, testing, and evaluation of IT applications.
- Security & Compliance: Configuring systems to adhere to federal Risk Management Framework (RMF) and cybersecurity accreditation, Zero Trust security.
- Data Management: Implementing ETL methodologies for data flows.
- Emerging Technologies: Integrating Artificial Intelligence/Machine Learning (AI/ML) systems.
- Operational Environments: Maintenance across classified, cloud, virtual, and on-premise environments, including disconnected operations.
- Resilience: Designing and implementing Disaster Recovery (DR) and Continuity of Operations (COOP).
- Methodologies: Utilizing agile development, DIA's Capability Development Pipeline (CDP), Cloud architectures, DIA Platform as a Service (DPaaS), DIA Enterprise Services, and DevSecOps.
- Standards Adherence: Quality Management System (QMS), Performance Management System (PMS), Information Technology Service Management (ITSM), Information Technology Infrastructure Library (ITIL), RMF, Software Development Lifecycle (SDLC), Internal Use Software (IUS) Compliance, and DevOps.

The government does not intend to conduct a Bidders Conference. Future contract awards, if any, will be subject to the availability of FY27-31 funding.
