The objective is to ensure essential telecommunication services are available 24/7/365, supporting the transition to Internet-Protocol based services.

• Provide and install transmission equipment and cables for long-distance and local exchange access and transport service circuits.

• Ensure compatibility with the Government's current infrastructure without additional Government expense.

• Services include local exchange access with operator assistance functions, but exclude residential or business services for non-Government entities.

• Adherence to Federal Communications Commission (FCC), Public Utility Commission (PUC), Department of War (DoW), Department of the Air Force (DAF), and industry standards is required.

• Outage Management: Procedures for scheduled and unscheduled outages, including notification timelines and restoration priorities (High, Medium, Low).

• Restoration Times: Specific on-site response times for different outage priorities (e.g., NLT one hour for High Priority, NLT 24 hours for Medium Priority, NLT five working days for Low Priority).

• Service Reliability: Continuous operation local phone service with 99.999% reliability.

• Notification Timeliness: 95% of scheduled outage notifications must be timely and accurate.

• Inspection: Government reserves the right to inspect all services.

• Location: Malmstrom Air Force Base, MT.

• Cutover: 30 days from contract award.

• Installation: Site-specific requirements are detailed in Appendix 1.

• Personnel: Contractor must ensure qualified and certified personnel.

• Government Emergency Telecommunications Service (GETS): Contractor must support access to GETS.

Sources Sought / Market Research

This document is a Sources Sought notice, not a solicitation, to conduct market research for Long-Distance and Local Telecommunications Services (LDLTS) to support Malmstrom Air Force Base, Montana. The government aims to determine if responsible sources exist, assess competition, and identify potential small business set-aside opportunities. The North American Industry Classification System (NAICS) code is 517810, "All Other Telecommunications," with a small business size standard of $40.0 million.

• No aerial cable installations are authorized.

• Interested parties must submit a summary outline of their qualifications to conduct LDLTS at Malmstrom AFB.

  • Unscheduled Outages: Notify Communications Focal Point (CFP) and Government POC verbally and via email.
  • Response Times:
    • High Priority: On-site within 1 hour of notification.
    • Medium Priority: On-site within 24 hours of notification.
    • Low Priority: On-site within 5 working days of notification.

• Service Summary (SS) Performance Thresholds:

  • Local Access: Continuous operation 24/7/365 with 99.999% reliability.
  • Outage Notification: Timely and accurate notification (95% for scheduled, 99% for high priority, 95% for medium/low priority).

• Grade of Service (GoS): Ensure quality of service (QoS) for packetized voice grade traffic meets International Telecommunications Union (ITU) standards, applicable to VoIP and real-time traffic.

• Support is required 24 hours a day, seven days a week, 365 days a year.

• Site specific requirements are detailed in Appendix 1.

• Demarcation points are identified in Appendix 1, with specific locations like Building 1082, 228 75th St. N, Malmstrom AFB, MT 59402.

• Personnel: Contractor must provide qualified and certified personnel.

• Government Emergency Telecommunications Service (GETS): Contractor must support access to GETS via NPA (710).

• Installation and Cutover: If awarded to a non-incumbent, a detailed installation and cutover plan is required with the technical proposal. This includes site-specific information on equipment, layout, and schedule.

• Government Furnished Property: Government will provide rack space and environmental controls.

• Safety, Health, and Fire Protection: Adhere to applicable requirements; Government provides fire protection equipment.
