Justification for Sole-Source
NAVAIR has determined that Northrop Grumman Corporation (NGC) is the only responsible source capable of performing this work. As the sole designer, developer, and manufacturer of the E-2D aircraft, NGC possesses the unique knowledge, experience, and technical expertise required. The authority for this sole-source procurement is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source'.
