Background & Scope
The MPES is a critical web-based application (unclassified and classified) designed to collect and disseminate Total Force execution of programmed manpower end strength for the Air Force and Space Force. It connects with over 20 key AF/SF systems and indirectly with 98+ OSD, JS, and DoD Agency systems. MPES is the system of record for Manpower FYDP and supports senior leader initiatives for restructuring the Department of the Air Force and force presentation. The system requires continuous support, sustainment, and improvement.
Key Qualifications for Capability Statements
Contractors should demonstrate knowledge and experience in:
- MPES and Military Manpower: Demonstrated knowledge of MPES, military manpower policy, process, and applications.
- DoD Planning & Execution: Understanding of DoD Planning, Programming, Budgeting and Execution (PPBE), AF/SF manpower programming, and allocation processes.
- Enterprise Application Support: Experience supporting enterprise applications at the Pentagon, including Risk Management Framework (RMF), Authority to Operate (ATO), Air Force Organizational Structure, and CAC login capability.
- Development Practices: Managing development and technical support using Agile and DevSecOps best practices.
- Technical Tools & Technologies: Proficiency with Oracle, SQL Server, SmartClient, ColdFusion, Business Objects, Aspose.NET, C#, SCM, RM, F5 iRule Scripting, xSQL Schema Compare, CSS, XML, JSON, XSLT, IIS, Apache Tomcat, Maven, Final Builder, Eclipse, and JRebel.
- Cybersecurity Certifications (Non-negotiable): DoD Information Assurance Manager (IAM) Level 2, DoD Information Assurance Technical (IAT) Level 2, and DoD Information Assurance System Architect and Engineer (IASAE) Level 2 certifications prior to contract award.
