Quick Summary

The Bureau of Engraving and Printing (BEP), under the Department of the Treasury, has issued a Request for Information (RFI) for Manufacturing Execution System (MES) Modernization Operations and Enterprise IT Support. This RFI is for market research purposes only and is not a solicitation. The BEP seeks to gather information to sustain and modernize its Oracle ERP-based MES solution, advance enterprise data governance, establish an AI governance program, and enhance IT capabilities. Responses are due February 27, 2026.

Purpose

This RFI aims to identify qualified industry partners capable of providing comprehensive operational support, maintenance, and continuous optimization for BEP's existing manufacturing and enterprise systems. The BEP is particularly interested in capabilities related to systems modernization, business transformation, and the adoption of modern technologies for cloud-hosted applications. The market research will help validate feasibility, define measurable outcomes, and inform the acquisition strategy.

  • Process Modernization: Digitization and modernization of manufacturing and support business processes.
  • Transition Support: Transition-in and transition-out services.
  • Optional: Enterprise Resource Planning (ERP) System Replacement.

The BEP is also seeking feedback on outcome-based performance requirements outlined in a draft Performance Work Statement (PWS), including target levels, Acceptable Quality Levels (AQLs), and data sources for metrics.

Respondents should provide concise, actionable technical capabilities information, not exceeding 20 pages, covering:

  • Company Overview: Size, location, socioeconomic status, and contract vehicles.
  • Relevant Experience: Manufacturing ERP/MES sustainment and modernization, outcome-based delivery models (e.g., SAFe), measurable service outcomes (availability, incident response, patch compliance), IT/OT integration, data governance, and AI governance.
  • Strategy: Staffing and transition-in strategy.
  • Recommendations: Key risks, assumptions, and suggestions for improving outcome clarity and measurability in the draft PWS.
