Quick Summary

The Department of the Air Force, Air Force Research Laboratory (AFRL/RXM) has issued an Open Broad Agency Announcement (BAA) for Manufacturing Research and Technology Development. This BAA, identified as FA8650-21-S-5001, seeks white papers and proposals for advanced manufacturing technologies. It operates as a hybrid solicitation, allowing for both a two-step open process for white papers and a one-step closed process for specific "Calls." The overall BAA remains open until March 24, 2026.

Scope of Work

AFRL/RXM is soliciting research and development in Advanced Manufacturing technologies to support its mission of inventing the factory of the future, building a digital manufacturing enterprise, and exploring additive manufacturing. Key areas of interest include:

  • Future Factory technologies: Process Monitoring and Control, Non-Destructive Evaluation/Inspection, Virtual/Augmented/Mixed Reality, Advanced Robotics and Automation.
  • Digital Enterprise initiatives: Moving Manufacturing and Sustainment Left, Agile/Digital Supply, Digital Thread/Digital Twin.
  • Cybersecurity for Advanced Manufacturing.
  • Additive Manufacturing.
  • Technology Domains: Advanced Concepts, Attritable and Low-Cost Systems, Networked C3 Systems, Hypersonic Strike, Emerging Technologies. Each award will have an anticipated Period of Performance between 12 to 40 months.

Contract & Timeline

  • Type: Broad Agency Announcement (Solicitation). The Air Force reserves the right to award various contract types, including FAR-based (anticipated Cost Plus Fixed Fee/Completion) or Other Transaction (OT) for Prototype, grant, or cooperative agreement.
  • Estimated Program Cost Ceiling: $500,000,000.00.
  • Individual Award Value: Not less than $250,000.00, not to exceed $25,000,000.00. Multiple awards are anticipated.
  • Overall BAA End Date: March 24, 2026.
  • Published Date: October 17, 2023 (latest update).

Submission & Evaluation

This BAA utilizes a hybrid approach:

  • Part One (Two-Step Open BAA): White papers are continuously accepted until the BAA's closing date. Offerors whose white papers are selected will be invited to submit full technical and cost proposals. White papers are reviewed for technical approach consistency, interest to AFRL/RXM, and funding availability.
  • Part Two (One-Step Closed Solicitation of Calls): Specific "Calls" will be issued on SAM.gov, each with a unique Statement of Objectives (SOO) and a specified proposal due date. Proposals for these Calls will have a 25-page limit for technical/management sections.
  • White Paper Submission: Submit to Mr. Mark Wade (mark.wade.1@us.af.mil) via email (max 20 MB) or DoD SAFE (request link from Mr. Wade).
  • Proposal Evaluation: For Calls, Technical aspects are the first priority, followed by Cost/Price as a substantial second priority.

Eligibility & Contacts

  • Set-Aside: This is an unrestricted solicitation. Small businesses, nonprofit, and not-for-profit organizations are encouraged to propose.
  • Foreign Participation: Not authorized at the prime contractor level. U.S. prime contractors and subcontractors may hire foreign nationals with prior Foreign Disclosure Office (FDO) approval, limited to Public Domain information.
  • Primary Contact: Caitlin Frost (caitlin.frost@us.af.mil, 937-956-1724).
  • Secondary Contact: Marina Papayanki (marina.papayanki@us.af.mil, 9377139830).

Additional Notes

Key attachments include a Proposal Adequacy Checklist (DFARS), Contract Data Requirements List (CDRL), Contract Security Classification Specification (DD-254), Model Contract, Statement of Objectives (SOO), and Supplemental SOW/PWS requirements. Bidders must register in SAM and use Grants.gov for assistance instrument proposals.
