This solicitation is for Manufacturing & Services Acquisition (MASA) Manufacturing Support for the Naval Surface Warfare Center, Indian Head Division (NSWC IHD). The objective is to provide a contractual vehicle for build-to-print fabrication of products using machine shop processes to support various military projects. Individual delivery/task orders will be competed within specific task areas and will be evaluated using Best Value Tradeoff or Lowest Price Technically Acceptable (LPTA) approaches.

The solicitation outlines five general task areas:

• Task 1: Production Hardware: Manufacturing, assembly, and testing of products for fleet delivery, typically large-scale quantities with complex machining.
• Task 2: Research and Development Hardware (Small Business Set Aside): Manufacturing, assembly, and testing of products for R&D settings, typically small-scale quantities with simpler designs.
• Task 3: Plating (Small Business Set Aside): Providing plating and chemical conversion coating services for manufactured parts.
• Task 4: Electronics Assembly: Manufacturing of multilayer printed circuit boards (PCBs) and population with electronic components, including potential turn-key services.
• Task 5: Advanced Machining: Fabrication of parts using advanced methods such as plating, precision flow forming, and metal stamping.

Key requirements include adherence to various military and industrial specifications, Cybersecurity Maturity Model Certification (CMMC) Level 2 compliance, ITAR compliance, and Joint Certification Program (JCP) registration.

• Contract Type: Multiple Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contracts.

• Period of Performance: 16 Dec 2026 to 15 Dec 2031.

• Guaranteed Minimum: $500.00 per contract.

• Allowed Per Order: Minimum 1 Each, Maximum 1,600 Each.

• Government Minimum/Maximum to Order: Minimum 1 Each, Maximum 1,600 Each.

• Proposal Submission: Offers must be submitted electronically in three volumes: Technical, Past Performance, and Small Business Subcontracting Plan (if applicable). Specific formatting and content requirements are detailed in Section L.

• Evaluation Criteria: Proposals will be evaluated on an Acceptable/Unacceptable basis for Technical Capability, Facilities and Equipment, Past Performance, and Small Business Subcontracting Plan (for other than small businesses). Delivery/task orders will be evaluated using LPTA, except for critical safety items which will use Best Value Tradeoff.

• Key Deadlines:

  • Questions Deadline: Within 10 calendar days of solicitation issuance.
  • Proposal Submission Deadline: To be specified in the solicitation.

• Eligibility: Offerors must be registered in SAM under NAICS code 332710 (Manufacturing) at the time of solicitation close. Tasks 2 and 3 are set-aside for Small Businesses.

• The solicitation references numerous attachments, including a Contract Data Requirements List (CDRL), Past Performance References, and a Proposal Checklist.

• Offerors are advised that failure to address all instructions may result in their proposal being excluded from consideration.

This document is a Past Performance Questionnaire for Solicitation Number N0017426R1003. It is designed to gather information from previous customers regarding an offeror's past performance on similar contracts. The government will use this information to assess the acceptability of an offeror's past performance.

• Offeror Section: The offeror may complete the "Contract Information" portion, including Offeror's Name, Contract Number, and Period of Performance.
• Customer Section: The offeror must provide this questionnaire to their customer POC (Point of Contact) for completion. The customer POC will then submit it directly to the Contract Specialist, Diane Hicks at diane.d.hicks.civ@us.navy.mil.
• Evaluation Criteria: The questionnaire includes questions on customer satisfaction, timeliness, technical success, program management, and quality, using a rating scale from Exceptional to Unsatisfactory.
• Subjective Responses: Customers are asked to provide subjective responses regarding recommendations and any unique problems experienced.

Offerors are required to have their past performance evaluated using this questionnaire for contracts not contained in CPARS. The offeror should facilitate the timely completion and submission of this questionnaire by their customers to ensure their past performance is adequately assessed as part of the proposal evaluation. The offeror should not complete any section other than the "Contract Information" section.

• Contract Administration Office (CAO): Responsible for matters specified in FAR 42.302 and DFARS 242.302, unless otherwise designated.

• Paying Office: Responsible for payment of approved invoices.
• Contracting Officer’s Representative (COR): Responsible for technical interface with the contractor, providing technical advice and clarifications, managing government/contractor correspondence, reviewing invoices for consistency with progress, maintaining COR files, quality assurance, inspection, acceptance, monitoring level of effort, providing funding for incrementally funded contracts, complying with relevant instructions, submitting performance reports, and anticipating follow-on requirements.
• Contract Performance Assessment System (CPARS): The COR is responsible for updating the CPARS database; however, CPARS does not apply to this specific action.

Understanding the COR's role in technical direction, invoice review, and performance monitoring can help bidders anticipate points of contact and administrative processes post-award. This document is a suggested Proposal Checklist intended to help offerors ensure they are submitting all requested documentation as outlined in Sections L and M of the Request for Proposal (RFP).

• Cover Letter: Must include Solicitation Number, Company Contact Information, names of authorized negotiators, and a statement of agreement with all solicitation terms.
• Organizational or Personal Conflict of Interest (OCI) Certification/Mitigation Plan: Compliance with NAVSEA notification requirements.
• Three Separate Volumes:
  • Volume 1: Technical: Must include Technical Approach (detailed description of approach, Quality Assurance Plan, ANSI/ASQC Q9000-Q9004 certificates, quality/process controls, non-conforming material documentation for hardware manufacturing), Facilities and Equipment (description of facilities, equipment, location, size, availability plan, and small business subcontracting plan demonstration).
  • Volume 2: Past Performance: Must include past performance information for Prime and subcontractors (within the last five years, relevant to SOW), description of relevance, and three references. If no CPARS record, submit a Past Performance Questionnaire (Attachment 02). If CPARS exists, provide up to three references.
  • Volume 3: Small Business Subcontracting Plan: Required if applicable to the Task and/or Offeror, in accordance with FAR clause 52.219-9.
• RFP Fill-ins: Completion of the first page of the RFP and all applicable fill-in clauses.
