This document is a combined synopsis/solicitation (RFQ) for fire suppression system inspections. It constitutes the only solicitation, and no separate written solicitation will be issued. The acquisition is in support of Manzanar National Historic Site, Inyo County, California.

• Procurement of services to perform annual fire suppression systems inspections.

• Services include inspections of fire control equipment.

• The base year of performance is 07/01/2026 to 06/30/2027.

• Four option years are included, each for a one-year period of performance.

• The National Park Service intends to award a single Firm Fixed Price purchase order.

• Evaluation will be conducted by comparative evaluation of offerors, considering PRICE and RELEVANT PRIOR EXPERIENCE. LICENSURE & CERTIFICATION is a pass/fail factor.

• The offer due date is 06/12/2026 at 1400 local time.

• This acquisition is a 100% Total Small Business Set Aside.

• The solicitation incorporates provisions and clauses by reference, accessible at www.acquisition.gov.

• A Statement of Work and Wage Determination are attached as separate documents.

Statement of Work (SOW)

To provide annual inspection and testing of fire protection, detection, and notification systems at Manzanar National Historic Site (NHS).

• Inspect all identified systems per applicable NFPA Code to ensure code compliance and system functionality.

• Perform annual fire inspections for Manzanar NHS, including:

  • Five (5) dry sprinkler systems
  • One (1) fire pump
  • Three (3) hydrants with flow
  • Six (6) backflow preventers

• Identify and report system deficiencies, categorizing them as "minor," "essential," or "critical."

• Critical deficiencies must be immediately reported to the Contracting Officer (CO).

• Annual reports must be reviewed and approved by the Contracting Officer's Representative (COR) no later than July 1st each year.

• Work must adhere to the latest versions of applicable NFPA codes and standards.

• Location: Manzanar NHS, Inyo County, California (within 1,000 yards of the visitor center building, 5001 US-395, Independence, CA 93526).

• Performance Period: Approximately July 2026 through July 2027, with potential for up to 4 option years.

• Contractor must be qualified in inspection, testing, and repair, with at least three (3) years of continuous experience in California.

• Contractor must hold appropriate licensure throughout the contract.

• Work hours are 9:00 a.m. to 4:00 p.m., Monday through Friday, excluding federal holidays.

• Contractor must notify the COR at least 72 hours in advance for work in occupied facilities.

• Contractor must be accompanied by a park employee at all times in occupied park housing units.

• Contractor is responsible for legal disposal of all solid waste and any fluids used during system testing, following park protocol for gray water.

• Contractor shall provide all necessary manpower, equipment, tools, and supplies.
