Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for providing basic life support services in Camp Lejeune for Resolute Strike and FleetEx.

The contractor shall provide the following services over a 23-day period:

• Setup and tear down of (2) 200-man tents.

• Provision and operation of 22 floodlights (minimum 4000W equivalent).

• Mobile shower units capable of supporting 350 people showering once daily for 10 days, including power generation, fuel, and daily maintenance. Showers must be operational by June 13th, 0800 EST, and removed by June 23rd, 1600 EST.

• Laundry service with a 48-hour turnaround for 232 loads, including pickup and drop-off on specific dates (June 13th, 15th, 17th).

• Provision of water for shower and laundry facilities, as no on-site water points are available.

• Daily removal and off-installation disposal of grey water generated by shower facilities.

• Provision of shampoo, conditioner, and body wash for 350 people.

• Provision of at least one shower head per 10 people.

• Provision of laundry bags for assigned personnel.

• Setup of two 200-man tent enclosures, including tables and chairs for 200 people per tent (6 per table), rubber padded flooring, and at least two entrances per tent. Tents must withstand winds up to 80 mph.

• Site cleanup during and after all activities.

• 24/7 maintenance support for all equipment.

• Acknowledgment and response plan within 2 hours for equipment malfunctions.

• Singular point of contact for operations and maintenance with a 6-hour response requirement for discrepancies.

• Shower replacement within 4 hours if a unit cannot be fixed.

• Re-cleaning of any unsatisfactorily cleaned laundry items within 6 hours at no additional cost.

• Period of Performance: June 8, 2026 – June 30, 2026.

• Place of Performance: MCI-East MCB Camp Lejeune, MCAS Cherry Point, and outlying areas. Specific locations for showers, floodlights, and tents will be provided upon award.

• Contractor must coordinate equipment layout within seven days of award.

• Secondary containment berms and drip pans are required under fuel-storing equipment.

• Base access instructions for MCB Camp Lejeune and MCAS Cherry Point are provided, including DBIDS credential requirements.

• In case of exercise postponement or cancellation due to inclement weather, equipment removal may be required earlier upon notification from the Contracting Officer.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services for Life Support Activities ISO FLEET EX 2026 at Marine Corps Base Camp Lejeune, North Carolina. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The procurement is a Small Business set-aside under NAICS code 561210 with a size standard of $47M.

The solicitation requires the provision of the following items and services:

• 200 Man Tent Enclosures
• Tables
• Chairs
• Mobile Shower Units
• Pickup/Drop off Laundry Service
• Floodlights (at specified locations)

• Basis for Award: The Government intends to award a contract to the responsible offeror whose quotation represents the best value to the Government.

• Evaluation Factors: Price Reasonableness will be conducted in accordance with FAR 13.106-3(a). The total quoted price, including shipping costs, will be used for evaluation.

• Submission Method: Quotes must be submitted via email to lucas.a.beltran.mil@usmc.mil and morgan.n.gose.mil@usmc.mil.

• Deadline: Quotes must be submitted by the closing date specified in the listing.

• Questions: Questions will be accepted via email up to 72 hours after the RFQ posting. No phone questions will be accepted. Responses to questions will be provided via amendment and/or a Q&A document.

• Quote Requirements: Quotes must contain all requested line items; any quote missing priced line items will be considered non-responsive. Quotes should be valid for 90 days.

• Pricing: ONLY OPEN MARKET PRICING WILL BE CONSIDERED.

• This procurement is a Small Business set-aside.

• Offerors must be registered in the System for Award Management (SAM) and provide their Unique Entity ID, Cage Code, and Federal Tax ID Number to be eligible for award.

• The solicitation incorporates FAR and DFAR provisions and clauses in effect through Federal Acquisition Circular 2025-04 and DPN 20250117.

Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the Statement of Work (SOW) for an opportunity related to shower services, laundry services, tents, floodlights, and grey water disposal.

• Towels: Vendors are not responsible for providing towels for personnel drying off after showers.
• Restroom Facilities: Restroom facilities/trailers are not required under this contract.
• Tent Staking: Tents provided by the vendor are permitted to be staked directly into the ground.
• Offsite Laundry: The Government is requesting off-site laundry services and will not require on-site services.
• Shower Removal Dates: Conflicting dates for shower removal have been amended in the SOR.
• Shower Head Ratio: The Government retains the minimum requirement of 1 shower head per 10 people for 350 personnel.
• Grey Water Disposal: The contractor is responsible for coordinating grey water removal requirements with Onslow County environmental authorities.
• Pricing: The contract will be awarded as Firm-Fixed-Price (FFP). Fuel costs will be included in the pricing of any CLIN involving fuel use.
• DBIDS Enrollment: Contractors must begin DBIDS enrollment no later than the award date due to the typical 10-21 business day lead time.

Bidders should refer to the updated SOR for revised details. The applicable Wage Determination will be added to the final solicitation.
