To provide basic life support services for Resolute Strike/FleetEx operations for the 26th MEU Command Element at Camp Lejeune.

• Provision of (2) 200-man tent enclosures, (22) floodlights, mobile shower units, laundry service, and grey water removal.

• Services required over a 23-day period.

• Includes setup/teardown, site cleanup, and 24/7 maintenance support for all equipment.

• Contractor must provide a singular point of contact for operations and maintenance.

• Daily grey water removal required, with disposal off-installation.

• Daily water delivery for shower and laundry facilities.

• 24/7 maintenance support with a 2-hour response plan acknowledgment for equipment malfunctions.

• 6-hour response requirement for equipment or service discrepancies by the designated POC.

• Shower capacity for 350 people once daily for 10 days.

• Shower operational by June 13th, 0800 EST, and removed by June 23rd, 1600 EST.

• If a shower unit fails, it must be replaced within 4 hours.

• Laundry service with a 48-hour turnaround for 232 loads.

• Laundry pickup/drop-off on June 13th, 15th, and 17th.

• Unsatisfactorily cleaned laundry items must be re-cleaned within 6 hours at no additional cost.

• Floodlights: Minimum 4000W equivalent, sustainment of fuel, delivery/pickup, and maintenance included.

• Tent Enclosures: Fully set up by June 11th, 0800 EST, and removed by June 30th, 1600 EST. Must withstand winds up to 80 mph.

• Tent Enclosures to include tables and chairs for 200 people each (6 per table), and flooring capable of supporting cots.

• Period of Performance: June 8, 2026 – June 30, 2026.

• Place of Performance: MCI-East MCB Camp Lejeune, and MCAS Cherry Point, including outlying areas. Specific locations for showers, floodlights, and tents to be provided upon award.

• Contractor must provide power generation for showers (fuel included).

• Contractor must provide shampoo, conditioner, and body wash for shower users.

• Contractor must provide laundry bags and itemized receipts.

• Secondary containment berms and drip pans required for fuel-storing equipment.

• Base access procedures for Camp Lejeune and Cherry Point must be followed, including DBIDS credentials or temporary passes.

Questions & Answers / Clarifications

This document provides clarifications and answers to vendor questions regarding the solicitation for shower trailers and tent systems.

• Shower Trailer Servicing: Periodic cleaning, sanitization, and servicing of shower facilities are required throughout the performance period.
• Admin Tent Outlets: No outlets or plugs are required in or around the admin tent.
• Clean-up Responsibility: "Clean-up during performance" refers only to contractor-generated trash and debris, not general site trash.
• Evaluation Criteria: The solicitation (FAR 52.212-2) states Price will be the sole evaluation factor for award, determining Best Value.
• Tent Flooring: Industry-standard flooring, such as interlocking PVC, capable of supporting the requirements in the SOR is acceptable as an equal to the specified rubber flooring.
• Tent Lighting: The Government will provide its own illumination within the tents; the contractor is not required to provide lighting systems.
• Tent Square Footage: The Government's requirement for a minimum of 40 square feet per person for dining facilities remains unchanged.
• Shower Trailer Demobilization: Showers must remain operational through June 22nd, with removal commencing on June 23rd.
• Tent System Demobilization: Removal of tent structures is required by June 30th, with removal activities permitted to begin no earlier than June 27th.
• Shower Waste Management: The Government will provide dumpsters on-site, but the contractor must be prepared to dispose of shower waste if dumpsters become full.
• Laundry Service: The requirement is for an estimated 232 loads per specified pickup day (June 13th, 15th, 17th), totaling approximately 696 loads.

• Contractor must coordinate equipment layout within seven days of award.

• In case of exercise postponement or cancellation due to inclement weather, equipment removal may be required earlier upon notification from the Contracting Officer.

Questions & Answers / Clarifications

• Towels: Vendors are not responsible for providing towels for personnel drying off after showers.
• Restroom Facilities: Restroom facilities/trailers are not required under this contract.
• Tent Staking: Tents provided by the vendor are permitted to be staked directly into the ground.
• Offsite Laundry: The Government is requesting off-site laundry services and will not require on-site services.
• Shower Removal Dates: Conflicting dates for shower removal have been amended in the SOR.
• Shower Head Ratio: The Government retains the minimum requirement of 1 shower head per 10 people for 350 personnel.
• Grey Water Disposal: The contractor is responsible for coordinating grey water removal requirements with Onslow County environmental authorities.
• Pricing: The contract will be awarded as Firm-Fixed-Price (FFP). Fuel costs will be included in the pricing of any CLIN involving fuel use.
• DBIDS Enrollment: Contractors must begin DBIDS enrollment no later than the award date due to the typical 10-21 business day lead time.

This is a combined synopsis/solicitation for commercial services for Life Support Activities ISO FLEET EX 2026 at Marine Corps Base Camp Lejeune, North Carolina. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The procurement is a Small Business set-aside under NAICS code 561210 with a size standard of $47M.
