Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Navy, specifically the Program Executive Officer Digital & Enterprise Services (PEO Digital), is conducting market research via a Sources Sought notice for a Marine Corps Enterprise Networks (MCEN) Event Management System (MEMS). This RFI aims to identify solutions capable of monitoring all events on the MCEN, capturing telemetry for behavioral and attitudinal performance indicators, and extending to the tactical edge. Responses are due May 28, 2026.
Scope of Work
The MEMS solution must provide a single, integrated system for comprehensive network event monitoring. Key capabilities include:
- Telemetry Capture: Derivation of behavioral and attitudinal performance indicators (e.g., network traffic analysis, service reliability, application performance, user experience, system usability).
- Enterprise & Tactical Edge Monitoring: Ability to monitor network services across the enterprise and extend to disconnected tactical environments.
- Vulnerability Management: Discovery, monitoring, and mitigation/remediation of vulnerabilities.
- Autonomous Operation: Autonomous syncing capability and execution of functions when disconnected from the network.
- Integration: Support for common and custom APIs, integration with established situational awareness dashboards.
- Core Monitoring: Routers, switches, firewalls, servers, SNMP devices, availability, latency, load, threats, QoS, application status, OS performance, cyber warnings.
- Network Discovery: Via SNMP, ICMP, IP ranges, subnets, individual IPs, and Active Directory.
- Platform Security: IL5/IL6 accreditation, TLS 1.2, enterprise virtualization-based security, agentless deployment, on-prem/cloud/multi-cloud support.
- NetFlow & Traffic Analysis: Monitoring bandwidth consumers, classifying data, CBQoS.
- Configuration Management: Automatic backup, bulk changes, change detection, real-time alerts.
- Applications & Services Monitoring: Status, performance, OS, services, processes, hardware, automated workflows.
- Cloud & Virtualization Monitoring: Discovery and monitoring of cloud instances (EC2, EBS), enterprise cloud services, container deployments, heterogeneous hypervisor management.
- Call Center Traffic Quality: VoIP/landline performance, MOS, jitter, latency, packet loss.
