Key Requirements & Clarifications (from Government Responses)

The government has provided critical clarifications for this RFI:

  • On-Premises Operation: Solutions must operate entirely on-premises with zero dependency on vendor-operated cloud infrastructure. Outbound connections to vendor cloud services are disqualifying.
  • AI/ML and Analytics: AI/ML, anomaly detection, and automated baselining functions must run fully on-premises and are mandatory.
  • Data Handling & Personnel: No MCEN telemetry, configuration, or metadata will transit vendor infrastructure. All technical support personnel with access to MCEN data must be U.S. citizens holding active security clearances (Secret or higher); offshore or third-country-national support is prohibited.
  • Accreditation: An existing, current Authority to Operate (ATO) or Provisional Authorization (PA) for an on-premises deployment at IL5 and IL6 is required at the time of proposal submission.
  • Ownership: The prime contractor and all subcontractors must be U.S.-owned companies. Foreign Ownership, Control, or Influence (FOCI) mitigation agreements will be required if FOCI exists.
  • Single Platform Preference: A single, natively integrated platform is preferred, but multi-tool approaches will be reviewed, though solutions requiring additional labor for multiple tools will be evaluated with a reduction.
  • Tactical Edge Operations: Remote data collection components must locally collect, store, and buffer telemetry for a minimum of 72 hours during WAN disconnections, with automatic resync upon reconnection without data loss.
  • Deployment: Acceptable architectural models include containerized microservices, virtual appliances, traditional server-based deployments, or managed platform approaches, with built-in high availability.
