Set-Aside & Justification
This is a sole source procurement. The Government has determined that Saab, Inc., as the Original Equipment Manufacturer (OEM) of the MCTIS, is the only known responsible source with the necessary knowledge, experience, data rights, and technical expertise. The Government currently possesses only limited rights to the associated technical data, which prevents a competitive procurement at this time, as per FAR 6.302-1.
