Statement of Work (SOW) / Performance Work Statement (PWS)

• Specific Tasks: Includes annual hydrostatic or pneumatic pressure testing of Marine Loading Arms at specified locations, touch-up coating repair, and miscellaneous corrective maintenance actions.

• Performance will be evaluated based on Quality of Work (scope, schedule, execution, costs, documentation, deficiency correction, material review) and Timely Performance (activity completion, scheduling, milestone achievement, corrective action for delays).

• Customer feedback will be solicited on quality, safety, timeliness, subcontractor management, certifications, and parts/tools availability.

• Specific assessment items include timely submission of FMPs, PM completion, site coordination, communication on schedule/scope deviations, submission of deficiency lists and PM reports, emergency and routine repair response times, Quality Control program adherence, safety program implementation, documentation, and invoicing.

• Safety: Compliance with the latest version of USACE Safety and Health Requirements Manual (EM 385-1-1) and Section 01 35 26 Governmental Safety Requirements.

• Environmental: Protection of endangered and threatened species is required.

Sources Sought Notice

This notice is for market research purposes to identify qualified sources for Marine Loading Arms (MLA) maintenance services. The U.S. Army Corps of Engineers (USACE) Huntsville Center is seeking information to determine the acquisition approach, including potential set-asides for small businesses. This is NOT a Request for Proposals.

The government requires critical preventive and corrective maintenance services for Marine Loading Arms (MLAs) to sustain worldwide fueling capabilities for U.S. and NATO forces. Services include maintenance, repair, and overhaul in CONUS and OCONUS locations.

• Contract Type: Firm Fixed Price Standalone Contract.

• Period of Performance: 5 years (12-month base period + four 12-month option periods), with an option to extend under FAR 52.217-8.

• Estimated Performance Periods: Base (Aug 2027-Aug 2028) through Option 4 (Aug 2031-Aug 2032), with extension to Feb 2033.

• Submission: Interested businesses must respond by completing the Capabilities Questionnaire (Attachment 1) and a capability statement.

• Deadline: Responses are due by 2:00 PM Central Standard Time on Wednesday, April 29, 2026.

• Format: Submissions must be electronic (Microsoft Word compatible), no hard copies or faxes accepted. Capability statement limited to three (3) one-sided 8.5" x 11" pages, 12-point font.

Responses are sought from both small and other than small businesses. The government will use responses to determine if the requirement can be set-aside for small businesses.
