Amendment / Modification

This document is Amendment No. 0002 to the solicitation, effective May 12, 2026. It modifies the solicitation by making changes to the following sections:

• Page 6, subsection 1.4.7
• Page 8, subsection 2.1.1
• Page 9, subsection 4.1

Specific subsections within the Statement of Work (SOW) and Government Furnished Items sections have been amended.

This amendment does not extend the deadline for receipt of offers. Offerors must acknowledge receipt of this amendment. Failure to do so may result in rejection of the offer. If an offeror wishes to change a previously submitted offer, the change must be made via telegram or letter referencing the solicitation and amendment numbers, and received before the opening hour and date.

This amendment (Amendment No. 0001) modifies the solicitation to make changes to the following sections:

• Page 8, Sections 1.10.1, 1.10.2, 1.10.3, and 1.10.4

Specific sections within the solicitation have been updated as noted above.

This amendment extends the date for receipt of offers. The original solicitation was dated April 23, 2026, and this amendment is effective May 7, 2026. The original due date for quotations was May 12, 2026. The amendment does not explicitly state a new due date, but it is implied that the original due date may be extended or that bidders should acknowledge receipt of this amendment.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for services to restore the Marine Security Guards' Residence (MSGR) Gym room floor. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.

• Demolish and remove the deteriorated existing concrete slab-on-grade beneath the gymnasium floor.

• Construct a new reinforced concrete slab-on-grade designed to withstand repetitive heavy impact loads.

• Restore structural integrity and load-bearing capacity.

• Pour blinding concrete (100 mm thickness) and a 200 mm thick concrete slab.

• Pressure wash the concrete slab and perform final deep cleaning of the gym room.

• All work must be in accordance with US Standard construction specifications and manufacturer installation instructions.

• Bidders must provide three (3) references for similar jobs completed in the past five (5) years.

• Contract Type: Firm and fixed price.

• Period of Performance: 12 business days from commencement to final cleanup.

• Estimated Value: Less than $25,000.

• Quotations are due by May 7, 2026.

• Submissions must be in English and incomplete quotations will not be accepted.

• Quotations must be submitted electronically to BrazzavilleProcurement@state.gov in MS-Word, MS-Excel, or Adobe Acrobat (pdf) format.

• File size must not exceed 30MB; larger submissions must be sent in separate emails.

• Evaluation will be based on Lowest Priced and Technical Acceptability.

• Award will be made to the lowest priced, acceptable, responsible quoter.

• Offerors must be technically qualified and financially responsible.

• Offerors must have an established business in the Republic of Congo or plan to establish an office within 30 days of contract award.

• Proof of SAM registration (SAM UEI number) is required.

• Must demonstrate prior construction experience with suitable references.

• Must have necessary personnel, equipment, and financial resources.

• Must meet all local insurance requirements.

• Must be able to obtain performance security (bonds, irrevocable letters of credit, or guarantees).

• Must have no adverse criminal record.

• Must have no political or business affiliation contrary to U.S. interests.
