Performance Work Statement (PWS)

To provide the United States Fleet Forces Command (USFFC) N3 Maritime Domain Awareness (MDA) with a comprehensive, web-based, non-classified, commercial maritime information resource. This resource will support 24/7/365 operations by providing behavioral and predictive analysis of maritime data, enabling enhanced situational awareness for decision-making.

The PWS outlines the requirements for a multi-source maritime fusion and analytic resource. Key areas include:

• Ship Data and Information: Registration, ownership (including ultimate beneficial ownership), commercial history, class, surveys, construction, cargo, machinery, insurance, and economic performance.

• Trade Intelligence and Analytics: Trade flow mapping, user-defined dashboards, AI-driven trend analysis, trade news, risk and compliance data, inventory information, voyage calculations, and container tracking.

• Vessel Information: Multi-source AIS data (satellite, terrestrial, shipborne with historical data), movement and history tracking, dynamic navigation data, behavioral risk indicators, static vessel data, identification discrepancy detection, destination information, and advanced search capabilities.

• Maritime Industry Companies Information: Company search, due diligence screening, sanction screening, network analysis, fleet lists, trading area analysis, and identification of ownership levels.

• Tracking Vessel Movements: Movement searches, watchlists, alerts, timeline searches, anomalous behavior analysis, and historical data playback.

• Port Information: Port risk assessment, search capabilities, port details, pre-arrival information, and contact information.

• Analysis Functions: Automated vessel activity detection, trading area analysis, user-defined areas of interest, company analysis, risk identification, and security/sanction compliance monitoring.

• Geo-Visual Display: Map and satellite views, imagery overlays, digital nautical charts, weather overlays, and custom alerts.

• The service must be web-based and non-classified.

• Near-real-time, relevant, and reliable data is required.

• Historical data (7+ years) should be accessible.

• Automated alerts and reports are expected.

• Period of Performance: 08 August 2026 through 07 August 2027.

• Place of Performance: Not explicitly stated, but implied to be accessible via computer with user-name and password.

• Software is not required; access is via computer, user-name, and password.

• Three licenses will be utilized for the initial period of performance, with potential for additional licenses.

Sources Sought Notice / Request for Information (RFI)

This notice is a Sources Sought Notice (SSN) / Request for Information (RFI) for market research purposes. It seeks information from qualified and experienced sources for a multi-source maritime fusion and maritime trade analytic resource to support United States Fleet Forces Command (USFFC) N3 Maritime Domain Awareness (MDA). This is NOT a solicitation for proposals, and no contract will be awarded from this announcement. The Government is gathering information to understand industry capabilities and potential interest.

The primary objective is to provide 24/7/365 support to the Fleet Command Center Battle Watch, Navy Fleet assets, United States Northern Command, and interagency partners. The focus is on behavioral and predictive analysis of information and data related to vessels, people, cargo, infrastructure, and events in the maritime domain. This includes a comprehensive geo-visual user interface for maritime industry data, support for user-defined analysis of vessel activities, and predictive risk analysis. The required resource is expected to be web-based, non-classified, and utilize commercial maritime information.

If a contract results from this RFI, it is anticipated to be a Firm Fixed Price (FFP) contract with a one-year base subscription. The anticipated delivery date is August 8, 2026.

Interested parties should submit a capabilities statement (not to exceed four standard typewritten pages) addressing the following:

• Full business name, address, point of contact, telephone number, and email address.
• Contractor and Government Entity (CAGE) code.
• Business size category (Large, Small, Small Disadvantaged, 8(a), etc.).
• If items can be obtained via GSA, ESI, or SeaPort, provide applicable contract numbers.
• Description of ability to support the scope, including technical qualifications and authorized reseller letters (if applicable).
• Indicate prime or subcontractor capability, and if subcontracting, provide anticipated percentage and business size of subcontractors.
• Provide feedback on the draft list of specifications and procurement strategy.
• Submit any questions regarding the RFI and draft specifications.

Responses must be submitted via email to justin.w.kanter.civ@us.navy.mil by 10:00 a.m. EST on June 24, 2026. Respondents will not be notified of the results. The information in this RFI may be updated or changed prior to an official solicitation.

Standard company brochures will not be reviewed. This is a market research tool to ascertain interest, capability, and capacity.
