This document provides clarifications and answers to vendor questions regarding the Mark Twain NF Salem Siding and Windows opportunity.

• Siding Replacement: Bidders should quote replacing all existing siding with premium vinyl, which will eliminate both existing vinyl and metal siding. Minor touch-up work on metal flashing around doors and windows, as well as for garage doors, may still be required.
• Interior Trim: New painted trim is required; existing trim is not to be repainted and reused.
• Building Wrap: Old building wrap underneath the siding is to be removed and replaced with new building wrap.
• Windows: Full removal and replacement of windows and their associated trim is required. Note that upper attic windows are smaller than ground-level windows.
• Optional Bid Item 2: Includes soffit and fascia replacement/installation around the entire building.
• Optional Bid Item 3: Involves installing new seamless gutters, downspouts with extensions, and gutter guards on the backside of the building. Existing front gutter and downspout components are to be fixed, added, and reattached. Replacement of the front gutter may be requested after award.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the work required for the Salem Warehouse Siding and Windows Replacement project for the USDA Forest Service, Mark Twain National Forest.

Base Bid Items:

• Item 1: Warehouse Siding - Vinyl: Removal of existing siding and building wrap, installation of new building wrap and premium lap vinyl siding (approx. 70'x32'). This includes removing and reinstalling protrusions like gutters and downspouts, scraping and re-caulking, examining and repairing/nailing wall sheathing, and applying water-resistive material for flashing.
• Item 2: Warehouse Windows: Removal of approximately 20 existing wood windows and frames, and replacement with new single-hung, Low-E composite windows with basic solar tint (no grilles). This includes removing and reinstalling interior trim, painting trim white, and removing/reinstalling gutters, light fixtures, and other components. The government will remove rebar and fencing.

Optional Bid Items:

• Item 1: Warehouse Siding – Corrugated Steel Wall Panels: Removal of existing siding and wrap, installation of new building wrap and corrugated steel siding, including reinstallation of protrusions and examination/repair of sheathing.

• Item 2: Soffit and Fascia Replacement: Removal of existing soffit and fascia, installation of new vented aluminum soffit and fascia wrap, and reinstallation of protrusions.

• Item 3: Gutter Install and Repair: Installation of new seamless gutters, gutter guards, and two downspouts with extensions on the back of the warehouse. Repair of detached downspout on the front.

• Item 4: Rotted/Damaged Wall Sheathing or Fascia/Soffit Board Replacement: Contingent item for replacement of damaged sheathing or fascia/soffit boards.

• Contract Time: Base of 60 Calendar Days.

• Start Date: To Be Determined (TBD).

• Place of Performance: Salem Warehouse, Mark Twain National Forest.

• Superintendent: Must be on-site at all times if subcontracted.

• Daily Reports: Daily reports with pictures to be submitted to the COR.

• Measurements: Contractor is responsible for measuring the building to determine material sizes and quantities.

• Work Restrictions: Construction during normal working hours (7 AM - 5 PM, Mon-Fri, excluding holidays) unless otherwise agreed. Driveways, walkways, and entrances must remain clear. No smoking within 25 feet of the building.

• Safety: Compliance with all State and Federal safety regulations, including OSHA guidelines.

• Cleanup: Contractor is responsible for all refuse removal and site cleanup.

• Field Verification: Contractor must field verify all dimensions before ordering products.

• Government Facilities: Sanitary facilities, potable water, and commercial electric power are available on-site.

• Submittals: Includes Construction Schedule, Quality Control Plan, Health and Safety Plan, OSHA Certificate, Contractor Workmanship Warranty, Product Data for various materials (sheathing, siding, soffit, windows, etc.), and Warranties.

Solicitation / RFP / RFQ

This document is a solicitation for the replacement of vinyl siding and wood windows on the Salem Warehouse located in the Salem Ranger District of the Mark Twain National Forest.

• Replacement of vinyl siding and wood windows.

• The solicitation includes several attachments detailing further contract requirements:

• The anticipated award type is a firm fixed-price purchase order.

• The government reserves the right to make multiple awards for different line items if it determines it to be in the best interest of the government, though they currently intend to make one award.

• The period of performance is 60 days from the Notice to Proceed, with early completion accepted.

• Quotes must be emailed to cassandra.potts@usda.gov no later than 5:00 P.M. (Central) on March 20, 2026.

• A complete quote package is considered a filled-out and signed Attachment 2 - Schedule of Items. Incomplete or late packages will not be considered.

• The offeror agrees to hold prices firm for 90 calendar days from the offer receipt date.

• Award will be made to the responsible and acceptable contractor whose quote represents the best value to the Government, based on lowest price.

• Quotes will be evaluated in accordance with FAR 12.203 and 12.204.

• The solicitation includes various clauses related to small business concerns, including "Notice of Total Small Business Aside" and "Small Business Subcontracting Plan."

• A site visit is scheduled for Thursday, March 12, 2026, at 10:30 am CST at 1301 S Main St., Salem, MO 65560.
