Scope of Work
The Army requires sources capable of providing new LIF, a critical component for the ENVG PSQ-20B night vision system. The government estimates a need for 1,000-5,000 LIF over a 5-year period. While a limited Technical Data Package (TDP) is available for conditional release, this is not a developmental effort, and alternate designs must be approved by Product Manager-Soldier Maneuver Sensors (PM-SMS).
Submission Requirements & Technical Data
Interested suppliers must submit responses to matthew.n.eberhardt.civ@army.mil by May 8, 2026. Submissions must include:
- A list of items the supplier can produce or source.
- Documentation demonstrating the ability to provide a physically and functionally compliant component (e.g., test results, purchase orders, or statements from listed sources).
- A completed Contractor Questionnaire ATC, which gathers details on company capabilities, past performance, technical expertise, obsolescence management, and contractual preferences.
To access the TDP, requests must be sent to DLA.Aberdeen.SourcesSought@dla.mil within 7 days of the April 13, 2026 posting date (by April 20, 2026). Access requires:
- Active status in the Defense Logistics Agency Joint Certification Program (JCP) (verified via DD2345).
- A completed and signed Use and Non-Disclosure Agreement (NDA).
- A copy of the company's CAGE verification in SAM. The TDP is subject to International Traffic in Arms Regulations (ITAR).
