MARKET SURVEY CAPABILITY ASSESSMENT AIRBUS H125 HELICOPTER FIELD MAINTENANCE TRAINING FOR THE FAA.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide commercial off-the-shelf Airbus H125 Helicopter Field Maintenance and Initial training for FAA Safety Inspectors, in accordance with Air Transport Association (ATA) 104 Specifications.

• The training covers Airbus H125 Helicopter Field Maintenance and Initial training.

• The estimated course duration is approximately 80 hours.

• Training will be assigned by the Flight Standards Workforce Development (AFB-500) and/or Aircraft Certification Service – Enterprise Operations Division (AIR-900).

• FAA formal training courses will be assigned agency-level course numbers and recorded in employee personnel records.

• FAA employees may be scheduled into classes with non-FAA customers.

• Tuition cost is per student; all travel and per diem costs are the responsibility of the FAA.

• Training must meet identified needs for knowledge, skills, and abilities directly related to official duties.

• Training must not induce high levels of emotional response or psychological stress.

• Prior learner notification of content and methods, and written end-of-course evaluation are required.

• Training content must not be associated with religious or "new age" belief systems, nor be offensive or designed to change personal values outside the workplace.

• Training is to be conducted in a Brick-and-Mortar Training Facility located in the United States.

• The facility should be preferably within 25 miles of a major airport serviced by at least one major US air carrier.

• Training sessions are conducted Monday through Friday, not to exceed 10 hours per day, excluding federally established holidays. Local or state holidays must not interrupt the training period.

• Classrooms must accommodate the entire class plus one observer, with appropriate desks/tables and ergonomically appropriate chairs.

• Facilities must have sufficient presentation boards, adequate lighting (30 footcandles), be cleaned regularly, have accessible restrooms, and be adequately ventilated (68-74 degrees Fahrenheit).

• Ambient noise levels must be below distraction points.

• Contractor must comply with National Electrical Code, National Fire Code, and USA Standards Institute safety standards, including a safety and security briefing.

• Local environmental distractions must be eliminated.

• Adequate free student parking is required.

• Visual aids must be legible, visible, and color-enhanced as necessary.

• Classrooms must have at least one computer with internet access and printer.

• Instructors must be professional Maintenance Technicians with 5 years of industry experience, 3 years of experience with the specific aircraft, and 3 years of instructor experience.

• Instruction is preferred in-person, unless a natural disaster or pandemic necessitates Computer-Based Instruction (CBI) or Virtual Training, which requires government approval and concurrence.

• Prior to training, provide registered students with site address, map, directions, local contact, and lodging information at least two weeks in advance.

• Provide syllabus, training schedule, course description, reference book, and other materials on the first day of training.

• Upon successful completion, issue a Certificate of Completion (PDF) for each attendee.

• Within two weeks after class completion, furnish a report to the COR with final grades, attendance records, and comments on attitude and ability. Testing may be conducted with an open textbook.
