Quick Summary
The Federal Aviation Administration (FAA) is conducting a market survey to identify qualified vendors for Helicopter Field Maintenance Training for its Airworthiness (Maintenance / Avionics) Inspectors. This is for a potential Firm-Fixed Price Indefinite Delivery / Requirements Type Contract covering Bell 412, Bell 429, Bell 206B, and Bell 407 helicopters. Responses are due by March 10, 2026, 5:00 p.m. CST.
Purpose
This market survey aims to solicit statements of interest and capabilities from businesses to provide the required training. It will also help the FAA determine if adequate competition exists to set aside the procurement for small businesses, service-disabled veteran-owned small businesses, or SBA 8(a) certified firms. The nature of the competition (full and open or set-aside) has not yet been determined.
Scope of Work
The contractor will provide Instructor-Led Training (ILT) in a brick-and-mortar facility within the United States, preferably near a major airport. Training must adhere to Air Transport Association (ATA) 104 Specifications and be an FAA-approved course (14 CFR Part 91, Part 121, or Part 135). Each course is estimated to be approximately 80 hours. Instructors must be qualified with at least five years of industry experience and three years of experience with each specific aircraft model taught. Facilities must meet specific standards for lighting, ventilation, safety, and equipment, including a computer with internet access and a printer.
Response Requirements
Interested vendors must submit:
- A Capability Statement detailing the type of training provided for each aircraft, size and type of previous contracts (with past performance information), and number of years in business.
- The Geographic area where training will be provided.
- An Expected approach outlining the strategy for accomplishing this work.
