MARKET SURVEY CAPABILITY ASSESSMENT LIGHTNING PROTECTION FOR AIRCRAFT TRAINING FOR THE FAA.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide initial training on Lightning Protection for Aircraft to FAA Airworthiness Inspectors and Aerospace Engineers.

• The contractor will provide training through standard courses offered to the public, other government agencies, or courses developed specifically for FAA inspectors.

• The estimated course duration is approximately 36 hours.

• Class size should not exceed 12 students.

• Tuition costs are to be based on a per class basis; travel and per diem costs are the responsibility of the FAA.

• If the training provider is an accredited college, college credits may be offered to trainees who successfully complete the training (this is not a mandatory requirement or evaluation factor).

• Training must meet the requirements of the Current Consolidated Appropriations Act.

• Training must not induce high levels of emotional response or psychological stress.

• Training must include prior learner notification of content/methods and written end-of-course evaluation.

• Training must not contain methods or content associated with religious or "new age" belief systems, or be offensive or designed to change learners' personal values/lifestyle.

• Training facilities must be located in the United States, preferably within 25 miles of a major airport serviced by at least one major US air carrier.

• Training should generally be conducted Monday through Friday, not commencing during the week of a federal holiday or on a weekend. Normal hours should not begin later than 9:00 a.m. local time.

• Classrooms must accommodate the class plus one observer, with adequate space for notes and reference books.

• Classrooms must be well-lighted (at least 30 footcandles), cleaned regularly, adequately ventilated (68-74 degrees Fahrenheit), and have ambient noise levels below distraction points.

• Restroom facilities must be conveniently located.

• Contractor must comply with National Electrical Code, National Fire Code, and USAS standards for safety.

• Local environmental distractions must be eliminated.

• Adequate free student parking is required.

• Visual aids must be legible and color-enhanced as necessary.

• Classrooms must have internet access and a printer for student use.

• Instructors must be qualified, have extensive experience in Lightning Protection training, possess an engineering degree with a background in testing/evaluating Lightning Protection for aircraft structures/systems, and have a minimum of three years of industry and teaching experience.

• Instruction is preferred to be instructor-led classroom (in-person), but Computer-Based Instruction (CBI) or Virtual Training may be allowed with government concurrence under specific circumstances.

• At least two weeks prior to the course, provide students with training site address, map, directions, local contact, phone number, and lodging information.

• Provide syllabus, training schedule, course description, reference book, and other materials on the first day.

• Upon successful completion, issue a Certificate of Completion (PDF) and furnish a report to the COR within two weeks, including final grades, attendance, and comments on attitude/ability. Testing may be conducted with an open textbook.
