Project Scope
This project aims to provide a new 46,000 SF Collective Training Barracks to house 300 Soldiers during training exercises and pre-mobilization activities, along with a 10,000 SF Fitness Center Annex. The barracks will feature open-bay sleeping rooms, gang latrines, storage, team rooms, laundry, restrooms, and shower facilities. The fitness center will include an open-bay physical fitness area, administrative offices, restrooms, showers, lockers, and storage.
Supporting infrastructure will encompass site development, utilities, lighting, paving, walks, curbs/gutters, and storm drainage. An eight-lane regulation outdoor running track will also be provided. Designs must adhere to the Fort Hunter Liggett/Parks RFTA Master Plan Design Guide, DoD Unified Facilities Criteria 1-200-02 for a minimum 40-year lifespan, and incorporate sustainability, energy efficiency, cybersecurity, accessibility, and antiterrorism force protection measures. All fixtures, furnishings, and equipment are included.

Eligibility & Submission Requirements
This market survey targets Small Businesses, certified HUBZone, 8A, Woman-Owned Small Businesses, or Service-Disabled Veteran Owned Small Businesses. Interested firms must respond via the provided Market Survey Response Form (link available in the original notice).
Responses must include:
- Verification of small business status.
- Unique Entity Identifier (UEI).
- Documentation of current single and aggregate bonding limits.
- Description of Experience: Up to three (3) example projects completed within the last seven (7) years, substantially complete, similar in scope (new construction of military barracks, dormitories, hotels, or apartment buildings of two or more stories, no wood framing) and size (minimum 35,000 SF or greater). Each project must detail scope, size, dollar values, design-bid build or design-build, self-performed aspects, and subcontractor utilization, with references.
- Confirmation of ability to self-perform at least 15% of the contract cost (excluding materials) for general construction, as per FAR Clause 52.219-14.
The total submittal package is limited to 8 pages and must be narrative only.
