Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for Janitorial Services to be performed for Federal Aviation Administration (FAA) Operational Facilities.

• The Contractor shall provide all necessary personnel, equipment, tools, materials, supervision, and services to perform janitorial tasks as specified.

• Services include cleaning and maintaining various areas such as restrooms, showers, locker rooms, lactation rooms, kitchen areas, breakrooms, queue lines, wellness centers, operational areas, and areas requiring blood and bodily fluid cleanup.

• Specific tasks include waste and recycle receptacle management, policing grounds, cleaning smoking receptacles, surface dusting and cleaning, window and window covering cleaning, floor care (carpeted, tiled, and uncarpeted), and cleaning of stairwells, elevators, and handicap lifts.

• The SOW defines specific standards for cleanliness for various areas and tasks, focusing on the absence of spots, stains, odors, debris, and other imperfections.

• A Quality Control Plan must be established and maintained by the Contractor, including a work scheduling system, daily checklists, and an inspection system.

• The Government will conduct FAA Quality Assurance Surveillance to evaluate contractor performance.

• The work schedule will be coordinated with the Contracting Officer's Representative (COR), with specific hours of operation for each location provided in the Appendices.

• Personnel: A Contract Manager must be designated, knowledgeable in cleaning procedures and chemical safety. Employees must be easily recognized and adhere to facility rules. Backup employees are required.

• Training: Contractor is responsible for training employees on cleaning and disinfecting procedures, including proper use of Safety Data Sheets (SDS) and Personal Protective Equipment (PPE).

• Security: Contractor personnel must adhere to physical security requirements, including badge usage and key control. Access to secure areas requires coordination with the COR.

• Safety: Contractor is responsible for employee safety, hazard communication, and providing PPE. Interference with FAA operations is strictly prohibited.

• Utilities: Employees must be instructed in utilities conservation practices.

• Government-Furnished Property: The Government will provide facilities, equipment, materials, and services as listed, including electrical power, sewer, water, waste/recycle receptacles, and dumpsters.

• Contractor-Furnished Items: The Contractor must furnish all other necessary items, including supplies (soap, paper towels, toilet paper, trash liners, etc.) and miscellaneous items (mops, vacuums, cleaners, PPE, etc.).

• Deliverables: Include Contract Manager information, Employee List, Quality Control Plan, Work Scheduling System, Daily Task Checklist, Inspection Reports, SDS, Equipment List, and Supply List & Samples.
