Quick Summary
The Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center (ILSC), is conducting a Market Survey to identify sources (manufacturers and suppliers) for the Carrying Case (NSN: 5855-01-040-3793, Part Number: SM-D-850480-1) for the AN/PVS-4 Night Vision Sight. This is a Sources Sought announcement for market research purposes only, not a solicitation. Responses are due by March 10, 2026.
Scope of Work
The U.S. Army requires an undetermined quantity of AN/PVS-4 Carrying Cases to support sustainment by the DLA. The carrying case stores the Night Vision Sight and its accessories. The Government possesses the Technical Data Package (TDP) for the part, which is available for conditional release. This is not a developmental effort, and alternate designs must be approved by Product Manager-Soldier Maneuver Sensors (PM-SMS).
Key Requirements for Response
Suppliers capable of providing this item should submit information demonstrating their capability. This includes:
- A list of items the supplier can produce or source.
- Documentation proving the ability to provide a physically and functionally compliant component (e.g., test results, purchase orders, statements from listed sources).
- Company name, CAGE code, and a technical point of contact with email and telephone number.
- Completion of the Contractor Questionnaire (available as an attachment), which requests details on company summary, POC, past performance with the AN/PVS-4 Carrying Case, manufacturing capability, contractual interest (long-term, short-term, IDIQ, etc.), and product knowledge.
Technical Data Package (TDP) Access
Access to the TDP is conditional and subject to ITAR regulations. To obtain the TDP, vendors must:
- Submit requests to DLA.Aberdeen.SourcesSought@dla.mil within 7 days of the posting date.
- Have active status in the Defense Logistics Agency Joint Certification Program (JCP) and an approved DD2345.
- Submit a completed and signed Non-Disclosure Agreement (NDA) and a copy of the company's DD2345 and CAGE verification in SAM. The NDA signee and JCP data custodian must be the same individual. The NDA outlines strict terms for data usage, disclosure limitations, security measures, and data destruction.
- Upon verification, the TDP will be delivered via DoD SAFE.
Important Notes
This Sources Sought is for planning and market research only. It will be used to determine if responsible sources exist, assess competitiveness, and inform potential set-aside decisions for future procurement actions. The Government does not intend to award a contract based on this announcement or reimburse response costs. No phone inquiries will be accepted; all requests for information must be submitted via email to the Technical Point of Contact.
