Statement of Work (SOW) / Performance Work Statement (PWS)

This document is a draft Statement of Work (SOW) for a potential Command and Control (C2) modernization requirement. The government is seeking industry feedback to refine requirements and improve acquisition outcomes.

• Modernize and align Naval Command and Control for Integrated Joint/Coalition Fires.

• Make C2 systems deployable to afloat and ashore sites, including Carrier Strike Groups (CSG), Expeditionary Strike Group (ESG), Marine Corps NMESIS, Army HIMARS, Airforce assets, Coalition Forces, Tactical Fleet Command Centers (TFCC), Operational Command Post (OCP), and Maritime Operations Centers (MOC).

• Enhance warfighter decision-making and information gathering through Machine Learning/Artificial Intelligence (ML/AI).

• Mature technologies, increase Technology Readiness Level (TRL), and prepare for transition to Programs of Record (PoR).

• Provide prototype validation, research and development, software development, implementation, test, and verification for advanced C2 technologies.

• Develop software products utilizing microservices, containers, service mesh, and Kubernetes, building on the C2X project.

• Primary place of performance: Naval Information Warfare Command, Pacific, San Diego, CA.

• Anticipated contract type: Cost-Plus-Fixed-Fee (CPFF).

• Period of Performance: Five (5) years (one base year and four 1-year options).

• Estimated value: Ranging from $10M-$20M, depending on funding availability.

• This is a market survey for Seaport contract holders only.

• The government is seeking constructive feedback on the draft SOW and assessing small business capabilities.

• Applicable NAICS code: 541330 – Engineering Services, with a Small Business size standard of $47M in average annual receipts.

• Small businesses responding must adhere to limitations on subcontracting clauses (FAR 52.219-14, Deviation 2021-00008).

• Interested parties should submit questions, comments, concerns, and constructive feedback by 28 January 2026 at 1600 via email to Ashleigh Becker at Ashleigh.n.becker.civ@us.navy.mil.

• Include Seaport contract number with feedback.

• The government may request further information, engage in direct dialogue, or create a public contact list.

• Feedback on firm capabilities and experience in SOW sections A1.1, A1.2, A1.3, and A1.6 is specifically requested from small businesses.

• No formal Industry Day is planned.

Statement of Work (SOW)

To modernize and align Naval Command and Control (C2) for Integrated Joint/Coalition Fires, making it deployable to afloat and ashore sites. The effort aims to enhance warfighter decision-making and information gathering through Machine Learning/Artificial Intelligence (ML/AI) approaches, increasing Technology Readiness Level (TRL) and preparing technologies for transition to potential Programs of Record (PoR).

This effort involves prototype validation, research and development, software development, implementation, and testing of advanced C2 technologies. Key activities include:

• Development of software products utilizing microservices, containers, service mesh, and kubernetes.
• Research and performance characterization of C2 application functionality.
• Application of AI/ML/Operations Research (OR) and capturing user stories and workflows.
• Implementation of a DEVSECOPS pipeline and development of associated technical documentation.

Specific software development tasks include:

• Rapid Asset Pairing Tool (RAPT)

• Warfighting Capability Tool (WarCaT)

• True Numbers (TN) data environment and analytics

• Battlespace Integrated Graphics Styler (BIGS)

• Natural-language Ontologies for battlespace Visualizations and Analytics (NOVA)

• Altering Current-state to an Effective Desired-state (ACED)

• Advanced Correlator- Navy (ACOR-N)

• Large Language Models (LLM) for planning and execution support

• AEGIS Combat System (REAPER) and Command, Control Combat System Interface (C3SI)

• Naval Aviation Readiness Dashboard (NARD)

• Generative AI (GENAI)

• Command and Control Experimentation (C2X) Service Mesh Architecture

• Maritime Tactical Command and Control (MTC2) application alignment

• Applications to support Coalition Partners

• Software builds, testing, and cyber scans within the C2X DEVSECOPS environment and Overmatch Software Armory (OSA).

• Development of decision aids to track, evaluate, and project key indicators, measures of performance, and effectiveness.

• Tools to decrease decision-making time by increasing situational awareness and understanding.

• ML/AI/OR methods to interpret displays and provide alerts for recommended Pre Planned Responses (PPRs) based on Commander's Critical Information Requirements (CCIRs) and predictive enemy courses of action (ECOAs).

• Use of Natural Language Processing (NLP) to ingest and interpret Navy-wide and CSG messages.

• Development of automated widgets for tracking maintenance, casualties, munitions, sensors, platforms, and communication status.

• Software Engineering efforts aligning with DEVSECOPS platforms and policies.

• The document outlines a Base Period and four Option Periods.

• Estimated long-distance travel is anticipated from Buffalo, NY, with significant travel to San Diego.

• Security: Tasking requires clearances up to TOP SECRET. Personnel performing specific tasks require SECRET or TOP SECRET clearances.

• Information Security: Adequate security for all CUI and Unclassified DoD information is required.

• Operations Security (OPSEC): Personnel must adhere to OPSEC policies and practices, including annual AT/FP briefings.

• Property Requirements: Government Furnished Property (GFP), Information (GFI), and Facilities are not anticipated. Contractor Acquired Property is also not anticipated.

• Deliverables: Data deliverables in accordance with the Contract Data Requirements List (CDRL), including source code and end-user documentation. No CDRLs classified TOP SECRET with SCI will be developed.
