This initiative seeks Seaport Small Businesses to provide Application Arsenal (AA) Enterprise Engineering and Lifecycle Support.

Scope of Work

The contractor will be responsible for the full lifecycle of systems engineering and software sustainment for the AA platform. This includes:

  • Modernizing Deployment Architectures: Leveraging and integrating with the Overmatch Software Armory (OSA) DevSecOps pipeline, Agile Core Services (ACS), and Common Hosting Environment (CHE).
  • Secure Integration Pathways: Designing and implementing scalable, secure integration pathways for Navy programs, ensuring compliance with DevSecOps tooling, security guardrails, and enterprise release practices, including interoperability with Five Eyes (FVEY) partners.
  • Cybersecurity Engineering: Integrating cybersecurity controls aligned with Risk Management Framework (RMF) standards and producing Authority to Operate (ATO) documentation.
  • Fielding & Sustainment: Installation, configuration, and testing of new releases across authorized operational environments (CONUS and OCONUS, ashore and afloat). Providing Operations & Maintenance (O&M), System Administration, Cyber & Information Assurance (IA), and Help Desk support for all fielded AA releases.
  • Technical Support: Engineering and technical support for previously fielded software, infrastructure, and cross-domain capabilities, including edge servers and autonomous vehicle platforms.
  • Documentation & Training: Developing and maintaining a Technical Data Package (TDP) and providing training and logistics support.

Performance standards include maintaining system availability, achieving 95% committed story points per sprint, 100% on-time CDRL delivery, and 100% cybersecurity compliance with timely vulnerability remediation.

  • Required Information: Corporate Description (firm name, size status, ownership, POCs, CAGE/UEI, Seaport Contract Number, affiliate info, facility clearance, accounting system statement) and Corporate Experience (1-3 citations for relevant experience in specified key areas, using Attachment 2 format). Subcontractor performance can be referenced for Attachment 2 if the respondent acted as the prime for that specific work.
