Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for In-Service Engineering Agent (ISEA) functions for Afloat and Ashore Tactical Networks (TACNET) and Command, Control, Communications, Computers and Intelligence (C4I) Systems for Naval Information Warfare Center (NIWC) Pacific.

• Provides ISEA support for Afloat and Ashore TACNET, including Management, Engineering, Technical, Integrated Logistics Support (ILS), and Configuration Management.

• Requires procurement and use of Commercial-Off-the-Shelf (COTS) and Non-Developmental Items (NDI), including hardware and software.

• Supports sustainment of fielded systems through End-of-Life (EOL) replacement, system upgrades, follow-on, or interrelated systems, distance support, on-site repair, installations, and system analysis.

• Involves engineering reviews of documents for Program-of-Record (POR) systems such as ADNS, CANES, CENTRIXS-M, CaaS, ISNS, SCI Networks, SDN, and TNGN.

• Lists specific C4I interrelated systems and applications supported, including Computer Network Defense (CND), GCCS-M, DCGS-N, and others.

• Work will be performed at NIWC Pacific and Atlantic, NAVWAR, and contractor facilities.

• Work will also be performed globally aboard U.S. Navy Ships, shore facilities, and various DOD/military installations.

• Specific places of performance will be identified at the task order level.

• Management Support: Includes task status reporting, program requirements management, management reviews, transition activities, best practices implementation, general housekeeping, safety compliance (OSHA, PPE), and quality assurance program.

• Engineering Support: Encompasses technical support, system evaluations, design analysis, mockup support, engineering information bulletins, engineering sustainment support, network engineering, network security support, proactive sustainment engineering, and System Operation and Verification Test (SOVT).

• Technical Support: Includes site survey support, 24x7 Help Desk Analyst support, technical assistance (on-site and remote), testing support, system operability testing, network system validation, and Alteration Installation Technical (AIT) support.

• Integrated Logistics Support (ILS): Covers ILS planning, life cycle support, ILS development and sustainment, technical documentation development, obsolescence management, tracking support, engineering and review, data management, and package delivery.

• Security: Requires access to unclassified and up to Top Secret/Sensitive Compartmented Information (TS/SCI) data, information, and spaces. Contractor personnel must possess appropriate security clearances and may require background investigations. Information Assurance (IA) training and certification are mandatory.

• Government Furnished Information/Materials (GFI/GFM): Technical documents will be provided by the Government. GFM will be specified in each task order.

• Travel: May require a Letter of Authorization (LOA) for travel, including overseas travel during wartime environments. Compliance with Foreign Clearance Guide and use of the Synchronized Pre-deployment and Operational Tracker-Enterprise Suite (SPOT-ES) is required.

• ECRAFT: Contractor shall submit the eCRAFT Report as per CDRL.

Market Survey

This Market Survey (MS) is issued to assess the capabilities of Small Businesses to perform services related to In-Service Engineering Agent (ISEA) support for Tactical Networks (TACNET) at Naval Information Warfare Center (NIWC) Pacific. The government is considering a set-aside for small businesses and is seeking information to determine the appropriate acquisition strategy. This notice is for planning purposes only and is not a commitment to procure.

The anticipated work includes Management, Engineering, Technical, Integrated Logistics Support (ILS), and Configuration Management for Naval Information Warfare Center (NIWC) Pacific's Tactical Networks Branch. The primary place of performance will be at NIWC Pacific in San Diego, CA.

• The effort is anticipated to be a Cost-Plus-Fixed-Fee (CPFF) contract.

• It will have a five-year ordering period.

• This is a follow-on contract to N66001-23-D-0004.

• The estimated level of effort is approximately 257 Full Time Equivalents (FTEs) per year, with potential for 9% overtime.

• Approximately 25% of the estimated hours will be for TS/SCI work.

• The estimated dollar range for this effort is between $250M and $500M.

• The applicable NAICS code is 541330 with a size standard of $47 million.

• Responses are due by June 15, 2026, at 1400 Pacific Daylight Time.

• Questions are due by May 26, 2026, at 1400 PDT.

• Responses must be submitted via the provided Microsoft Forms link.

• Respondents must provide Corporate Description information and at least one, but no more than three, Corporate Experiences demonstrating capability in:

  • Engineering Support for Naval C4I Systems
  • Technical Support for Naval C4I Systems
  • Integrated Logistic Support (ILS) for Naval C4I Systems

• Current work experience is defined as work performed within the five years prior to the MS posting date.

• Responses that do not conform to instructions may not be considered.

• The anticipated acquisition strategy will be posted to the PIEE Solicitation portal.

• Large businesses do not need to respond.

• The government reserves the right to consider a set-aside for small businesses or specific small business preference groups (e.g., 8(a), HUBZone, SDVOSB, WOSB).

• If using Similarly Situated Entities (SSEs), the small business prime must manage the entire contract and task order(s), and not pay more than 50% of the contract performance amount to subcontractors that are not SSEs.

• This is a market survey for planning purposes only and not a solicitation announcement.

• No reimbursement will be made for costs associated with responding.

• Contractor support will not be used in the review and evaluation of MS responses.
