Quick Summary

The Naval Information Warfare Center Pacific (NIWC Pacific) is conducting a Market Survey (Sources Sought) to identify Small Business capabilities for In-Service Engineering Agent (ISEA) support for Afloat and Ashore Tactical Networks (TACNET) and Command, Control, Communications, Computers and Intelligence (C4I) Systems. This effort aims to determine the appropriate acquisition strategy, potentially including a small business set-aside. Responses are due June 15, 2026, at 1400 PDT.

Scope of Work

The ISEA support encompasses Management, Engineering, Technical, Integrated Logistics Support (ILS), and Configuration Management for NIWC Pacific's Tactical Networks Branch (Code 41250). This includes sustainment of fielded systems through End-of-Life (EOL) replacement, system upgrades, distance support, on-site repair, installations, and system analysis. Engineering reviews will cover Program-of-Record (POR) systems such as ADNS, CANES, CENTRIXS-M, CaaS, ISNS, SCI Networks, SDN, and TNGN, as well as C4I interrelated systems like Computer Network Defense (CND) and GCCS-M. Work requires procurement and use of Commercial-Off-the-Shelf (COTS) and Non-Developmental Items (NDI).

Contract Details

This is anticipated to be a Cost-Plus-Fixed-Fee (CPFF) contract with a five-year ordering period, serving as a follow-on to N66001-23-D-0004. The estimated level of effort is approximately 257 Full Time Equivalents (FTEs) per year, with potential for 9% overtime, and about 25% of hours requiring Top Secret/Sensitive Compartmented Information (TS/SCI) clearances. The estimated dollar range for this effort is $250M to $500M. The applicable NAICS code is 541330 with a size standard of $47 million. Place of performance includes NIWC Pacific (San Diego, CA), NIWC Atlantic, NAVWAR, contractor facilities, and globally aboard U.S. Navy Ships and shore facilities.

Submission Requirements

Responses to this Market Survey must be submitted via the provided Microsoft Forms link: https://forms.osi.apps.mil/r/rP6F5XCiCV by June 15, 2026, at 1400 PDT. Questions regarding this Market Survey are due by May 26, 2026, at 1400 PDT. Submissions must include a Corporate Description and at least one, but no more than three, Corporate Experiences demonstrating capability in Engineering, Technical, and Integrated Logistics Support (ILS) for Naval C4I Systems, performed within the last five years.

Eligibility / Set-Aside

This Market Survey is specifically for Small Businesses. Large businesses are explicitly requested not to respond. The government is considering a set-aside for small businesses or specific small business preference groups (e.g., 8(a), HUBZone, SDVOSB, WOSB). If using Similarly Situated Entities (SSEs), the small business prime must manage the entire contract and task orders, and not subcontract more than 50% of the performance amount to non-SSEs.

Additional Notes

This notice is for information and planning purposes only and does not constitute a Request for Proposal (RFP) or a commitment by the Government to procure services. No reimbursement will be made for costs associated with responding. The anticipated acquisition strategy will be posted to the PIEE Solicitation portal.
