Contract Details
This is anticipated to be a Cost-Plus-Fixed-Fee (CPFF) contract with a five-year ordering period, serving as a follow-on to N66001-23-D-0004. The estimated level of effort is approximately 257 Full Time Equivalents (FTEs) per year, with potential for 9% overtime, and about 25% of hours requiring Top Secret/Sensitive Compartmented Information (TS/SCI) clearances. The estimated dollar range for this effort is $250M to $500M. The applicable NAICS code is 541330 with a size standard of $47 million. Place of performance includes NIWC Pacific (San Diego, CA), NIWC Atlantic, NAVWAR, contractor facilities, and globally aboard U.S. Navy Ships and shore facilities.

Eligibility / Set-Aside
This Market Survey is specifically for Small Businesses. Large businesses are explicitly requested not to respond. The government is considering a set-aside for small businesses or specific small business preference groups (e.g., 8(a), HUBZone, SDVOSB, WOSB). If using Similarly Situated Entities (SSEs), the small business prime must manage the entire contract and task orders, and not subcontract more than 50% of the performance amount to non-SSEs.
