MARKET SURVEY - Linked Claims and Electronic Health Record (EHR) Database, One (1) Year Access

a) This is not a Screening Information Request or Request for Proposals of any kind;

b) The FAA is not seeking or accepting unsolicited proposals;

c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and

d) Any costs associated with the market survey submittal are solely at the interested vendor’s expense.

The Federal Aviation Administration (FAA) Aviation Safety Civil Aerospace Medical Institute (CAMI)  is conducting a Market Analysis seeking Interested and Capable Parties with an EHR-Claim Linked Database to provide access to a de-identified, population-based dataset that links insurance claims with electronic health record (EHR) data.

Access to the database would enable CAMI to conduct research necessary to meet mission requirements. Access would provide the FAA with a de-identified, longitudinal linked claims and EHR dataset for a population that is demographically matched to all pilot medical certificate applicants for calendar years 2020 through 2024, at a 5:1 ratio (i.e., five matched individuals for each FAA medical certificate applicant). Specific requirements of the database are indicated below

A. Data Specification
i) Ability to deliver a dataset comprising de-identified, person-level linked insurance claims and EHR data.
ii) Ability to ensure inclusion of the following core data elements:
     - Demographics: age, sex, race/ethnicity, geographic region
     - Enrollment history (insurance eligibility)
     - Diagnoses (ICD-10 codes)
     - Procedures (CPT/HCPCS codes)
     - Prescriptions (NDC codes)
     - Laboratory results (where available)
     - Clinical encounters (including visit types and dates)
     - Provider specialties
     - Mortality (if available)
iii) Ability to include at least 60 months of longitudinal data for each individual (to cover the 2020–2024 period).

B. Population Matching
i) Ability to utilize FAA-provided aggregate demographic profiles of pilot medical certificate applicants from 2020–2024, including distributions by age, sex, and region.
ii) Ability to select a 5:1 demographically matched comparison cohort from the source data repository to reflect the applicant population’s structure.

C. Data Delivery and Format
i) Ability to deliver the dataset in a structured, machine-readable format (e.g., relational SQL, Parquet, or flat CSV files).
ii) Ability to provide a detailed data dictionary and technical documentation.

All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey/Request for Information. Therefore, any costs associated with Market Survey/Request for Information submissions will be solely at the interested party’s expense.
