Sources Sought Announcement

This is a Sources Sought Announcement to conduct market research for routine quarterly preventive maintenance of marketing printer services. The government is seeking to determine the availability, interest, and capability of qualified businesses. This is not a solicitation, and no contract will be awarded from this announcement.

• Services are for one (1) Konica-Minolta BizHub C654E printer/copier/scanner.

• The office prints approximately 200,000 color copies and 5,000 black and white copies annually.

• The estimated Period of Performance (PoP) is from 20 June 2026 through 19 June 2031.

• The NAICS code is 811210, “Electronic and Precision Equipment Repair and Maintenance".

• The Small Business Size Standard is $34M Dollars.

• Interested parties should respond to the Points of Contact (POCs) listed.

• Responses should include company information, SAM UEI/Cage Code, and Small Business size status.

• Vendors should state their interest and capability to meet the requirement and timeline.

• Past performance information is not required at this time.

• The government is interested in quantifying and pre-qualifying the likelihood of setting aside competition for this requirement for small businesses.

• Depending on market research responses, competition may be limited to specific socio-economic small business categories.

• This announcement is for market research purposes only.

• The government anticipates issuing a Combined Synopsis/Solicitation or Request for Quotes (RFQ) in the future, which will be posted on SAM.gov.

• Costs incurred in preparing responses will not be reimbursed.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing marketing printer services, including preventive maintenance, on-site repair, and technical support for a Konica-Minolta BizHub C654E Printer/Copier/Scanner at Mountain Home AFB (MHAFB), ID.

• Provide all personnel, labor, supervision, management, supplies, tools, equipment, parts, materials, transportation, and delivery for routine quarterly preventive maintenance and emergency on-site repair services.

• Offer technical support by telephone for repairs, available Monday-Friday, 8:00 AM to 5:00 PM MST (95% availability).

• Perform on-site repairs within 24 working hours if telephone support does not resolve the issue.

• Deliver all materials, ink, and toner within 3 days of ordering.

• The office prints an average of 200,000 color copies and 5,000 black and white copies annually. Color copies may be rolled over to an end-of-year amount if monthly usage is lower than average.

• Equipment downtime shall not exceed five (5) percent for any given calendar month.

• Technical support availability: at least 95% of the time during specified hours.

• On-site repair service: within 24 working hours, with a second attempt the next duty day if unresolved.

• Quality control program to identify and prevent defective services.

• Location: 366 FSS Marketing Office, 480 5th Ave Bldg. 2610, Suite 137, Mountain Home AFB (MHAFB), ID.

• Hours of Operation: Monday through Friday, 7:00 AM to 4:30 PM MST. Weekends and federal holidays are not considered business days.

• Contractor personnel must be able to read, write, speak, and understand English fluently and present a neat appearance.

• Obtain base identification and vehicle passes for employees.

• Comply with all security requirements, including background checks, protecting government property, and information.

• Adhere to environmental controls, including hazardous material handling and spill notification procedures.

• Comply with all applicable federal, state, local laws, regulations, manufacturer's specifications, and commercial practices.

• Records management in accordance with Air Force requirements.

• Antiterrorism (AT) Awareness Training is required for personnel with routine physical access to MHAFB.
