MARMC C271 Peculiar Special & Support Equipment (PSSE) Support

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for Submarine Peculiar Special & Support Equipment (PSSE) Support, PSSE Program Management, Non-Ordnance Handling, and Virginia Class Weapons Cradle Warehouse services.

• Provide engineering and technical support services for PSSE.

• Services include support for Commander, Naval Submarine Force Atlantic (COMSUBLANT), Submarine Squadron Six and Eight (CSS-6/8), and Naval Submarine Support Facility (NSSF New London).

• Tasks include supporting PSSE issues, advising on life cycle costs, collecting condition reports, conducting site assessments, maintaining PSSE schedules and inventory, resolving technical issues, and improving PSSE management processes.

• Logistic support includes obtaining materials and tools for PSSE restoration, blocking/bracing for shipping/receiving, and supporting empty containers.

• Perform preventive and corrective maintenance and certification of various PSSE equipment, including missile tube loading/handling platforms, weapon cradles, ballast cans, and handling equipment.

• Provide non-ordnance handling technical support on the waterfront, including delivery, loading/off-loading, and storage of PSSE equipment.

• Support shipping and receiving evolutions for various PSSE components.

• Period of Performance: July 22, 2026, to July 21, 2031.

• Place of Performance: Contractor's facility, U.S. Naval Ships (in port and underway), Navy public and commercial shipyards, contractor sites, and U.S. Naval facilities. A liaison office within a 25-mile driving distance of MARMC is required. Specific location mentioned: Mid-Atlantic Regional Maintenance Center (MARMC), Naval Station Norfolk, VA.

• The document details specific labor categories and Full-Time Equivalents (FTEs) required, including Engineering Technician VI (1 FTE), Engineering Technician V (3 FTE), Engineering Technician II (10 FTE), and Maintenance Trades Helper (7 FTE).

Sources Sought Notice

This notice is a Sources Sought to gather information and identify qualified and experienced sources for anticipated task orders related to Submarine Peculiar Special & Support Equipment (PSSE) Support, PSSE Program Management, Non-Ordnance Handling, and Virginia Class Weapons Cradle Warehouse services for the Mid-Atlantic Regional Maintenance Center (MARMC). The anticipated period of performance is one base year with four one-year option periods.

• This is NOT a Solicitation or RFP. It is for information and planning purposes only.
• The Government will not reimburse costs associated with preparing or submitting a response.

Interested parties must provide the following information:

• Company name, address, contact information (phone, fax, email).

• Contractor and Government Entity (CAGE) Code and DUNS number.

• Indication if currently holding a Seaport NXG MAC contract, including contract number.

• Business Size.

• Capabilities statement (maximum 10 pages, 12-point font) demonstrating ability to meet minimum requirements of the draft PWS. This must include:

  • Prior/current corporate experience (similar size/scope, last 3 years), including contract details, organization supported, prime/subcontractor status, contract value, Government POC, and relation to technical services.
  • Company profile (employee count, annual revenue, office locations).
  • Management approach to staffing, including current hires, subcontracting/teaming, and recruitment/retention strategy.
  • Statement of capability to obtain required industrial security clearances.

• Due Date: February 27, 2026, no later than 02:30 PM (Eastern Standard Time).
