Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for technical and professional support services to various departments within the Mid-Atlantic Regional Maintenance Center (MARMC). The goal is to ensure efficient and effective support for MARMC's operations, including ship maintenance, modernization, and administrative functions.

The contractor shall provide personnel across 18 distinct labor categories, totaling 45 Full-Time Equivalents (FTEs), to support MARMC departments. Key personnel roles include:

• Quality Assurance Technician (2 FTEs): Reviewing specifications, developing surveillance plans, and reporting quality data.

• Management Analyst (2 FTEs): Preparing reports, conducting analysis for resource allocation, and recommending process improvements.

• Habitability Program Logistics Specialist (1 FTE): Material acquisition support, research for IDIQ contracts, and procurement documentation.

• Production Controller (9 FTEs): Managing work specifications, tracking milestones, and material management.

• Logistics Analyst (13 FTEs): Material ordering, tracking, inventory management, and supply chain optimization.

• Warehouse Specialist (2 FTEs): Shipping, receiving, inventory management, and material handling.

• Engineering Technician (5 FTEs): Disassembling, repairing, rebuilding components, conducting field checks, and providing technical guidance.

• Technical Instructor (1 FTE): Preparing and delivering instructional programs for welding and marine systems.

• Administrative Assistant (6 FTEs): Providing clerical support, managing databases, and handling security-related administrative tasks.

• Public Affairs Specialist (1 FTE): Maintaining a robust Public Affairs program, providing photography/video, and creating communication materials.

• Reporting: Contractors must submit various reports, including A001 Contractor Cumulative Financial Reports (Task Order Summary, Labor OT Detail, ODC Detail, Monthly Report), A002 Monthly Technical Status Reports, and A003 End of Task Reports. All reports must support print and electronic formats (Word, Excel, Access, PDF).

• Data Entry: Daily entry of hours worked into the activity's database (TA&R) is required for metrics, workload, and budget tracking.

• Vacancy Management: Vacant positions must be backfilled within 14 calendar days; failure to do so will result in deductions from monthly invoices.

• Period: To Be Determined (includes one base year and four option years).

• Place: Primarily at MARMC facilities on Naval Station Norfolk, Norfolk Naval Shipyard, Portsmouth, St. Julien's Creek, JEB Little Creek, and contractor facilities within the Hampton Roads area. The contractor must maintain liaison offices within a 25-mile driving distance of MARMC.

• Working Hours: Normal working hours are MARMC core hours (0830-1100 and 1300-1430), five 8-hour days per week, Monday through Friday, excluding Federal Holidays.

• Personnel Qualifications: All personnel must meet specific experience and educational requirements detailed for each labor category, including minimum degrees/experience and certifications where applicable. Resumes for all proposed personnel are subject to Government review and approval.

• Key Personnel: Designated key personnel cannot be replaced for the first 120 days without Government approval.

• Physical Requirements: Personnel working aboard US Navy ships must meet physical stamina, strength, agility, and endurance requirements, including the ability to work in confined spaces, climb ladders, and lift up to 50 lbs.

• Safety & PPE: Contractor is responsible for personnel safety, providing all required PPE (meeting OSHA/ANSI standards), and performing atmospheric safety certification.

• Security: The highest security level is SECRET. Personnel requiring access to classified material must possess a DOD security clearance and sign a Non-Disclosure Agreement (NDA). Quality Assurance Technicians require access to Restricted Data (RD) and NNPI spaces.

• Overtime: Limited overtime (200 hours total for 4 Security Administration Assistants per option year) is authorized via the Contracting Officer and requires prior written approval.

• Transition Plan: A transition plan must be submitted, ensuring minimal interruptions during phase-in/phase-out and timely backfilling of vacated positions.

  • Capability to obtain required industrial security clearances. Responses are due by March 4th, 2026, at 2:00 PM (Eastern Standard Time) and must not exceed ten (10) typewritten pages. Standard company brochures will not be reviewed.
