Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a Marriage Enrichment Retreat (MER) for married military couples, aimed at enhancing relationships and equipping them with practical skills to thrive within the military lifestyle. The retreat requires a quiet, private, and secure environment conducive to reflection and personal interaction.

• Provide one (1) three-day, two-night MER for approximately 43 participants (20 couples and 3 CNRMA CREDO staff).

• Secure and confirm a 4-Star rated (or higher) resort, hotel, boutique hotel, or inn facility located within 10 miles of Lake Geneva, Wisconsin.

• Facility must be suitable and conducive to retreat purposes, reflecting a high standard of quality, hospitality, and cleanliness.

• Provide a training/conference room for at least 43 participants.

• Provide a private dining room for at least 43 participants, separate from other guests.

• Ensure on-site staff are available 24/7 for customer service.

• Offer recreational amenities such as a swimming pool, hot tub, on-site spa, or fitness center.

• Provide an on-site full-service restaurant capable of serving buffet-style meals for at least 43 participants.

• Provide a maximum of 23 guest rooms, each with one queen or king bed.

• Offer complimentary Wi-Fi access for all participants and staff.

• Comply with ADA and Hotel and Motel Fire Safety Act requirements.

• Provide two (2) large rooms: one for training and one for meals/activities.

• Equip the training room with tables, chairs, projection screen, podium, power strip, and sound system.

• Equip the meal/activity room with round tables seating 6-8 persons.

• Provide meal vouchers for "Date Night" ($100 per couple, redeemable at a 4- or 5-star restaurant on or adjacent to the property, covering tax and gratuity, excluding alcohol).

• Provide free parking for 20 vehicles and 3 CNRMA CREDO staff vehicles.

• Provide five (5) meals: Dinner (Day 1), Breakfast & Lunch (Day 2), Date Night (Day 2), Breakfast (Day 3).

• Meals to be hot buffet-style, with no two meals identical. Breakfasts to include a fresh fruit option.

• Provide three (3) snack services with at least three varieties each, including healthy and sweet options.

• Provide beverage service including coffee, tea, juice, and water during training hours.

• Accommodate special dietary requirements (vegetarian, vegan, gluten-free, non-pork).

• Facility must reflect a high standard of quality, hospitality, and cleanliness.

• On-site staff must be physically present 24/7.

• Guest rooms must be equipped with specific amenities.

• Wi-Fi must be complimentary.

• Facility must comply with ADA and fire safety regulations.

• Meals and snacks must meet specified variety and content requirements.

• Special dietary requirements must be accommodated.

• Primary Target Dates: March 27-29, 2026

• Alternate Target Dates: May 1-3, 2026

• Location: Within 10 miles of Lake Geneva, Wisconsin.

• No subcontracting, assignment, or transfer of rights/obligations without prior written consent of the Contracting Officer.

• Contractor must register and set up an account in the WAWF System for payment.

• Government reserves the right to cancel or reschedule at no additional cost.

• Government shall notify Contractor of cancellation/rescheduling no later than 15 business days prior.

• All cancellations, rescheduling, or changes must be finalized through a written contract modification.

• GTPOC will provide participant names and special food requirements 5 business days prior to retreat.

• Contractor shall provide a Banquet Event Order (BEO) for approval 5 business days prior to retreat.

• AbilityOne Program support contractors may access sensitive data for contract closeout functions.

Amendment / Modification

This amendment modifies the solicitation N0018926QB005 by changing the Primary and Alternate Target dates listed in the Performance Work Statement (Section 2).

Specifically:

• The Response Due Date has been extended from 20 Feb 2026 to 03 Mar 2026.

• The Period of Performance for CLIN 0001 has been changed from 13 Mar 2026 to 15 Mar 2026, to 27 Mar 2026 to 29 Mar 2026.

• Evaluation: Offers will be evaluated on an Acceptable/Unacceptable basis for the Technical Factor I. Price will be evaluated separately. Award will be made to the responsible offeror whose offer is most advantageous, considering price and other factors. The government may consider past performance if it indicates that the lowest price offer may not represent best value.
