Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a 4-Star rated (or higher) venue and supporting services for a three-day, two-night Marriage Enrichment Retreat (MER) for married military couples, aimed at strengthening spiritual readiness, resilience, and relational health.

• Provide a suitable and conducive facility located within 10 miles of Lake Geneva, Wisconsin.

• Offer accommodations for up to 43 individuals (20 couples and 3 CNRMA CREDO staff) in 23 guest rooms (queen or king beds).

• Provide two large rooms: one for training (accommodating 43, equipped with tables, chairs, projection screen, podium, power strip, sound system) and one for meals/activities (accommodating 43, with round tables for 6-8).

• Ensure meeting rooms offer privacy for retreat activities.

• Provide on-site staff available 24/7 for customer service.

• Offer recreational amenities (pool, hot tub, spa, fitness center).

• Provide a full-service on-site restaurant for buffet-style meals for at least 43 participants.

• Offer complimentary Wi-Fi access for participants and staff.

• Ensure facility compliance with ADA and Hotel and Motel Fire Safety Act.

• Facility must reflect a high standard of quality, hospitality, and cleanliness, with attentive service and proper maintenance.

• Guest rooms must be equipped with specific amenities (queen/king bed, blackout curtains, closet, ironing board, iron, hair dryer, toiletries, TV, land-line phone). Mini-refrigerators and coffee makers are preferred.

• Meals must be hot buffet-style, with fresh fruit options for breakfast on Day 2 and 3. No two meals shall be identical.

• Three snack services required, each with at least three varieties (including a healthy option).

• Beverage service to include coffee, tea, juice, and water.

• Accommodate special dietary requirements.

• Provide a Banquet Event Order (BEO) for approval 5 business days prior to the retreat.

• Primary Target Date: May 1-3, 2026.

• Location: Within 10 miles of Lake Geneva, Wisconsin.

• Retreat duration: Three days, two nights.

• Date Change, Rescheduling, and Cancellation: Government reserves the right to modify dates or cancel with 15 business days' notice. All changes must be finalized via written contract modification.

• Food Service: Includes 5 meals (2 breakfasts, 2 dinners, 1 lunch) and voucher-based "Date Night" meals ($100 per couple, covering tax/gratuity, excluding alcohol).

• Parking: Free parking for 20 vehicles (participants) and 3 vehicles (CNRMA CREDO staff).

• Invoicing: Via DFAS Electronic Funds Transfer (EFT) through WAWF System.

• Government Technical Points of Contact (GTPOC) and CREDO Director details provided.

Solicitation / RFP / RFQ

This solicitation is for the "MARRIAGE ENRICHMENT RETREAT" program, sponsored by the United States Navy Chief of Chaplains. The program offers transformational retreat-based and non-retreat programs designed to strengthen the spiritual readiness, resilience, and relational health of Sailors and their families.

• The contractor shall provide all services in accordance with the Performance Work Statement (PWS).

• The core requirement is the "MARRIAGE ENRICHMENT RETREAT" program.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: March 13, 2026, to March 15, 2026.

• Quotations are due by 10:00 AM EST on February 02, 2026.

• The quotation shall consist of two volumes: Volume 1 (Technical) and Volume 2 (Price).

• Technical Factor I will be evaluated on an Acceptable/Unacceptable basis. Quoters must demonstrate a full capability to meet the requirements outlined in the PWS.

• Price will be evaluated in accordance with FAR 13.106-3.

• The Government will award to the responsible offeror whose offer is most advantageous, considering price and other factors.

• The acquisition is set aside for Small Business.

• NAICS Code: 721110 (Hotels (except Casino Hotels) and Motels).

• Size Standard: USD 40,000,000.00.

• The solicitation issue date is February 11, 2026.

• Questions regarding solicitation requirements should be submitted via email by 10:00 AM EST on February 03, 2026.

Amendment / Modification

This amendment modifies the original solicitation (N0018926QB005) dated 11 Feb 2026.

Key changes include:

• Response Due Date: Extended from 20 Feb 2026 to 03 Mar 2026.
