Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The National Aeronautics and Space Administration (NASA) is seeking industry feedback on the Mars Telecommunications Network (MTN) Objectives and Requirements Document for a forthcoming high-performance Mars telecommunications orbiter. This presolicitation aims to gather input for the design, development, integration, launch, and on-orbit operations of an orbiter crucial for Mars sample return and future exploration missions. Feedback is due by March 10, 2026, 2:00 PM EST.

Purpose & Background

NASA anticipates competing the procurement of a high-performance Mars telecommunications orbiter, formerly known as the Mars Telecommunications Orbiter (MTO). This initiative is mandated by the One Big Beautiful Bill Act (OBBBA), Public Law 119-21, which requires a competitively bid, firm fixed-price contract with a U.S. commercial provider. NASA is providing the "MTN Objectives and Requirements Document" for industry review and optional comment in advance of a Draft Request for Proposal (RFP).

Scope & Key Requirements

The MTN orbiter is expected to provide robust, continuous communications, autonomous operations, onboard processing, and extended mission duration capabilities. Key requirements outlined in the MTN Objectives and Requirements – RevPrelim2 document include:

  • Goals: Robust communication and data exchange for Mars assets and Earth, plus positioning, navigation, and timing services.
  • Operational Lifetime: Minimum 5 years post-readiness.
  • Hardware Delivery: By December 31, 2028.
  • Operational Readiness: By end of calendar year 2030 (goal: 2029).
  • Communication Links: Direct with Earth (DWE) links up to 100 Mbps; Proximity links (UHF) up to 2 Mbps (goal: 8 Mbps) and Advanced Proximity links > 25 Mbps (goal: > 100 Mbps).
  • Compatibility: Deep Space Network (DSN) and CCSDS protocol standards.
  • Other: Cybersecurity, planetary protection, orbital debris compliance, and support for concurrent full duplex operations.

Contract Details

  • Opportunity Type: Presolicitation (Request for Information/Feedback)
  • Anticipated Contract Type: Firm Fixed-Price (for the eventual procurement)
  • NAICS Code: 517410 – Satellite Communication ($44M size standard)
  • Set-Aside: None specified (open competition for feedback)
  • Commercial Item: Government anticipates acquiring a commercial product and/or service (FAR Part 12).

Response & Next Steps

Potential offerors are encouraged to submit feedback on the "MTN Objectives and Requirements Document," not exceeding five (5) pages. Responses will be treated as information only and not as proposal information. This feedback will enable NASA to provide advisory feedback regarding offerors’ potential to be viable competitors under an advisory multi-step process (FAR 15.101(e)).

Important Notes

This is for information and planning purposes only and is not a commitment by the Government. NASA reserves the right to use submitted information in formulating a future solicitation. Potential offerors must monitor SAM.gov for the release of the Draft RFP and any amendments.
