The U.S. Naval Academy intends to procure Microsoft EES Software Solutions, including an annual renewal of software licenses, software maintenance, and technical support for SQL, Visio Pro, Enterprise Server, Project, Active Directory, and Microsoft 365. This procurement is for 2,363 education-qualified users and 4,702 full-time students.

• Evaluation: Award will be based on a combination of factors, including price, and if necessary, past performance. Price will be a significant factor.

• Quoters must be registered in the System for Award Management (SAM).

• Quotes must include pricing, FOB destination, point of contact, business size, and payment terms.

• This requirement is intended for a sole source award to Bell Techlogix, Inc.

• This requirement will not be set aside for small business concerns.

Justification for Other Than Full and Open Competition (Sole Source)

This document justifies a sole source action for the renewal of license and support services for Microsoft Software Solutions. The requiring activity is the United States Naval Academy (USNA), Division of Information Technology Services. The contracting activity is NAVSUP FLC Norfolk.

The procurement includes software licenses, maintenance, services, and technical support for products such as SQL Server, Visio Pro, Enterprise Server, Project, Active Directory, and Microsoft 365. This licensing supports 2,363 education-qualified users and 4,702 full-time students. The software must be compatible with existing system configurations.

• Current Contractor: Bell Techlogix, Inc.

• Existing Contract: N0018925P0366 (awarded 01 August 2025, expires 31 July 2026)

• Proposed Action: License renewal and support services.

• Period of Performance: 01 August 2026 - 31 July 2027.

• Funding: FY26 Navy Operations & Maintenance (O&MN) appropriations (currently unavailable but anticipated).

• The action is justified under 41 U.S.C. 1901 and FAR 12.102(b) for simplified acquisition procedures.

• Bell Techlogix, Inc. is the exclusive authorized reseller of Microsoft Products for the Maryland Educational Enterprise Consortium (MEEC).

• MEEC has an existing agreement with Bell Techlogix, Inc. (UMD #UMD-8132024) which was awarded via a competitive RFP.

• Awarding to another source would violate the MEEC contract terms, result in substantial duplication of prices, and cause unacceptable delays.

• Market research included a Sources Sought Notice (SSN) posted on 06 March 2026, with only one response received, and that vendor lacked the capability to provide the required supply.

The current MEEC contract with Bell Techlogix, Inc. expires on 31 July 2028. The requirement will be subject to a competitive re-solicitation process thereafter. NAVSUP FLC Norfolk does not intend to compete future contracts at this time unless a viable alternative source becomes available.
