This solicitation is for the replacement of packaged rooftop HVAC units serving the Mashpee Wampanoag Tribe Administrative, Medical, and Dental Clinics. The objective is to improve HVAC performance and internal environmental conditions, addressing issues such as disruptive temperature and humidity fluctuations, low air circulation, and poor air quality.

• Removal of existing packaged HVAC units.

• Repair of roof curbs, mounting locations, and interfaces with ductwork and utilities.

• Installation of new, commercial-grade, gas/electric packaged rooftop HVAC units.

• Units for Admin and Medical buildings must be 4-ton nominal cooling capacity, matching existing equipment capacities, utility connections, and building loads, with similar performance and functionality to Trane models 4DCY4048B1096AA.

• Units for the Dental building must be sized to match existing equipment capacities, utility connections, and building loads, and be compatible with existing utilities, duct connections, gas lines, electrical service, and roof/structural load capacities.

• Curb adapters must be provided as necessary.

• Replacement units must deliver airflow and humidity control equal to or better than existing units, sized per ACCA/ASHRAE load requirements or manufacturer recommendations.

• Disposal of old HVAC units and related materials.

• Commissioning, including a commissioning report.

• Contract Type: Firm Fixed-Price (FFP).

• Period of Performance: Estimated Date of Award – 90 days.

• Proposal Due Date: June 15, 2026, by 1700 ET.

• Evaluation Factors (in descending order of importance): Price, Technical, Past Performance, Small Business Participation (if subcontracted), Proposal.

• All non-price factors combined are more significant than price.

• Award will be made using the Tradeoff method, considering higher quality, better reliability, or superior past performance, even if the price is not the lowest.

• Offerors must include examples of prior experience (last 3-5 years) of performing comparable work.

• Technical evaluation will assess how the work will be accomplished, including timelines, crew size, final product specifications, and project requirements.

• Proposal evaluation will assess the ability to understand the work process, clarity, brevity, cost details, comprehension, and conciseness.

• This solicitation is set aside for Indian Small Business Economic Enterprise & Indian Economic Enterprise (ISBEE/IEE).

• Offerors must include a signed and completed copy of the IEE Representation Form.

• Site Visit: Viewing permitted June 4-5, 2026, between 8:00 AM and 4:00 PM ET.

• Insurance requirements include Commercial General Liability, Automobile Liability, Umbrella Liability, Workers' Compensation, and Leased/Rented Equipment with minimum limits of $500,000.00 per person, per occurrence.
