Request for Information (RFI) / Sources Sought

This document is a Request for Information (RFI) and Sources Sought notice, not a solicitation. It is for planning purposes only to gauge industry interest and capability for a requirement to modernize and sustain a critical installation capability at Patrick Space Force Base and Cape Canaveral Space Force Station. The project involves acquiring and installing hardware and software to upgrade the existing Giant Voice Mass Notification System (MNS).

• Acquisition and installation of hardware and software for the Giant Voice Mass Notification System (MNS).

• Key deliverables include proprietary REACT5000 series control units, Intelligent Control Gateway (ICG) boards, and commercial-off-the-shelf (COTS) computer stations and backup batteries.

• Professional installation, system integration, configuration, and testing to deliver a complete and operational system.

• All work to be completed within six (6) months after contract award.

• Reference attached Performance Work Statement (PWS) for detailed requirements.

• The anticipated Request for Quotation (RFQ) number is FA2521-26-Q-B049.

• The North American Industry Classification Systems (NAICS) Code is 334310, with a size standard of 750 employees.

• The Government is considering a small business set-aside program.

• Interested parties should submit a capabilities package outlining their ability to provide the required services.

• Capabilities package should include DUNS, Cage Code, SAM registration expiration date, GSA contract number and expiration date (if applicable).

• Include no more than three past references with contact information and contract number.

• Capabilities package should be brief, concise, not exceed 5 pages, and clearly demonstrate ability to meet requirements.

• Interested companies are requested to propose a pricing schedule.

• Responses are requested by 1:00 PM Eastern on April 3, 2026.

• The Government is considering a small business set-aside.

• Interested parties must be registered with the System for Award Management (SAM) to be eligible for contract award or payment.

• Market research is being conducted to determine interest, capability, and socio-economic category of potential sources.

• Companies should submit their business size (annual revenues and employee size), business status (e.g., 8(a), HUBZone, SDVOSB, WOSB, EDWOSB, small business), anticipated teaming arrangements, and a description of similar services offered.

• Teaming agreement responses should delineate work between prime and partners.

• This notice does not constitute a commitment by the Government and responses are not considered offers.

• No solicitation exists at this time.

Statement of Work (SOW) / Performance Work Statement (PWS)

To modernize the Mass Notification System (MNS) at Patrick Space Force Base (SFB) and Cape Canaveral Space Force Station (CCSFS) by upgrading existing REACT 4000 components to the REACT 5000 platform, migrating control software to Windows 11, and enhancing control capabilities with new Intelligent Control Gateway (ICG) boards. This ensures the system remains functional, supported, and secure.

• Engineer, furnish, install, integrate, and test a complete MNS upgrade.

• Replace existing REACT 4000 Communication Control Units (CCUs) with new REACT 5000 CCUs.

• Install new Intelligent Control Gateway (ICG) boards.

• Install and configure Mass Alert Software for Windows 11.

• Provide new computer stations for system operation.

• Integrate and test system software, including integration with the existing At-Hoc system.

• Perform system startup, inspection, testing, and validation.

• Provide on-site operator and maintenance training.

• Provide comprehensive user and hardware documentation.

• Conduct a final system acceptance test (FSAT).

• The FSAT will demonstrate full functionality, including successful activation of control stations, transmission of live voice and pre-recorded messages, ICG board functionality, and integration with the At-Hoc system.

• Acceptance is granted upon successful FSAT completion with no critical deficiencies identified.

• Period of Performance: Six (6) months from contract award.

• Place of Performance: Cape Canaveral Space Force Station, FL.

• Hours of Operation: Routine work during normal installation hours (0730-1630, Monday-Friday), excluding Federal Holidays. Delays due to launch activities are at the contractor's risk.

• Security: Project is unclassified. Personnel must be U.S. citizens and comply with security procedures. Temporary badges required.

• Green Procurement: Comply with Federal Green Procurement Program requirements (EPEAT Bronze or ENERGY STAR qualified for COTS products).

• Warranty: One-year ATI Factory Warranty for installed products. OEM items covered by their own warranties.

• Government-Furnished Equipment/Information: Includes radio frequency, tones, messages, network drops, VLAN, AC power drops, desktop locations, and coordination with At-Hoc representatives.
