Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements to upgrade the Mass Notification System at Cape Canaveral Space Force Station (SFS). The project aims to modernize the existing system by replacing legacy components with modern hardware and software to ensure system reliability and compatibility.

The contractor shall engineer, furnish, install, integrate, and test a complete Mass Notification System upgrade. Key tasks include:

• Replacing existing REACT 4000 Communication Control Units (CCUs) with new REACT 5000 CCUs.

• Installing new Intelligent Control Gateway (ICG) boards.

• Installing and configuring the Mass Alert Software package for a Windows 11 operating system.

• Providing new computer stations for system operation.

• Performing system software integration and testing, including integration with the existing At-Hoc system.

• Conducting a complete system startup, inspection, testing, and validation.

• Providing on-site operator and maintenance training.

• Providing comprehensive user and hardware documentation.

• Conducting a final system acceptance test.

Request for Information (RFI) / Sources Sought

This document is a Request for Information (RFI) and Sources Sought notice, not a solicitation. It is for planning purposes only to gauge industry interest and capability for a requirement to modernize and sustain a critical installation capability at Patrick Space Force Base and Cape Canaveral Space Force Station. The project involves acquiring and installing hardware and software to upgrade the existing Giant Voice Mass Notification System (MNS).
