Services include vehicle delivery with a full tank of fuel, refueling for driver services, maintenance within 12 hours, and provision of replacement vehicles. Evaluation Criteria
Proposals will be evaluated using a best value approach, with factors ranked in order of importance:

- Past Performance: Minimum of one, maximum of three, relevant experiences in commercial rental vehicles (with/without drivers) in Central America.
- Local Presence: Offerors must have an operational office in Central America or the United States. Favorable consideration will be given to offerors with a local office presence in Panama if proposals fall within the same competitive range.
