Statement of Work (SOW) / Performance Work Statement (PWS)

To provide commercial rental vehicle services, with or without drivers, including fuel, to the U.S. Government in support of Missions and Exercises in Panama. These services are intended to develop participant interoperability, domain awareness, and information sharing.

• Provide non-personal services for commercial rental vehicles.

• Services to be provided at locations and dates specified in Blanket Purchase Agreements (BPAs).

• All vehicles to be delivered with a full tank of fuel.

• If driver services are required, refueling is included.

• Services to be coordinated with the Contracting Officer (KO) and Contracting Officer Representative (COR).

• Vehicles must be no older than two (2) years unless approved by the US Government.

• Vehicles must be "full size" with seating for 4-7 adult passengers and cargo space for two large luggage, or "Vans" with 10-15 passenger capacity.

• Vehicles must be fully operational with power steering, power brakes, air conditioning, seat belts, spare tire, jack, tire tools, warning devices, and no windshield cracks.

• Vehicles must comply with local transportation regulations and have full coverage insurance with a $0.00 deductible.

• Drivers must be licensed, insured, have a safe driving record, and possess English proficiency (Level II).

• Drivers must not be under the influence of alcohol or drugs.

• Drivers must maintain a neat appearance and wear a standard daily uniform.

• Drivers must not text while driving and complete missions without unnecessary stopping.

• Drivers must have knowledge of Panamanian road networks and key locations.

• Maintenance and repair of vehicles within 12 hours of notification.

• Replacement vehicles to be provided during maintenance.

• Joint vehicle inspections to be conducted upon delivery, exchange, and return.

• Period of Performance to be specified at the time of BPA Call placement.

• Place of Performance to be specified at the time of BPA Call placement.

• Contractor must comply with all applicable installation, facility, and area commander security policies and procedures.

• Contractor employees must undergo background checks conducted by the Host Nation Police Department or U.S. State Police Department.

• Contractor personnel must be escorted at all times by host nation security or a COR-designated individual when accessing U.S. facilities.

• Contractor personnel must be Panama nationals; entry to military bases with out-of-country visas will be denied.

• Contractor must provide a Contract Manager with authority to resolve issues.

• Contractor must provide signed non-disclosure agreements from all employees.

• Contractor must not post information to public websites or social media that discloses contract details.

• Contractor must adhere to Information Assurance requirements, using approved government sites for transmission of documents.

• Contractor must address any Organizational Conflict of Interest (OCI) issues.

• Contractor must comply with applicable publications, regulations, and local policies.

• Vehicles must be no more than 3 years old and equipped as stated in the PWS.

• Drivers must be fully licensed and insured, with a safe driving record for the last year.

• Drivers are required for a minimum of 12 hours daily, including weekends and holidays.

• Drivers must arrive at the designated time and location specified in Technical Exhibit A or as pre-coordinated by the COR.

• 5% of contract price will be deducted for non-compliance with certain requirements (e.g., vehicle standards, driver qualifications, timely arrival).
