Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the U.S. Government with commercial rental vehicle services, with or without drivers, including fuel, throughout the duration of the contract.

• Provide non-personal services for commercial rental vehicles at specified locations and dates via Blanket Purchase Agreement (BPA) calls.

• All vehicles must be delivered with a full tank of fuel.

• If driver services are required, refueling is included as part of the agreement.

• Services to be coordinated with the Contracting Officer (KO) and Contracting Officer Representative (COR).

• Vehicles must be "full size" with seating for four or seven passengers, and adequate cargo space for two large luggage items. Vans must have 10 or 15 passenger seating capacity.

• Vehicles must be no older than three (3) years old, unless approved by the US Government.

• Vehicles must be fully operational with standard safety equipment (power steering, power brakes, AC, seat belts, jack, tire tools, warning devices) and no windshield cracks.

• Vehicles must comply with all local vehicle and transportation regulations.

• Maintenance: Repair or replace damaged vehicles within 24 hours of COR notification.

• Availability of backup vehicles for breakdowns or accidents.

• Replacement vehicles provided during scheduled and non-scheduled maintenance.

• Drivers must be fully licensed, insured, and have a safe driving record.

• Drivers must have minimum Level II English proficiency.

• Drivers must be sober and capable of safe operation.

• Drivers must maintain a neat appearance and wear a standard daily uniform (full-length slacks, short-sleeve shirt, covered-toe shoes).

• Drivers must not text while driving and minimize unnecessary stops.

• Drivers must have knowledge of Honduran road networks and key locations.

• Inspections: Joint vehicle inspections will be conducted at delivery, exchange, and return.

• Period of Performance to be specified at the time of BPA Call placement.

• Place of Performance to be specified in the BPA Call.

• Contractor must comply with all Honduran Government regulations for vehicles and passes.

• Contractor employees and vehicles must be registered with the Government of Honduras or the installation office.

• Contractor must provide all parts, labor, and expertise for maintenance, including fair wear and tear items.

• Contractor must provide lodging, meals, and transportation for contracted drivers.

• Background checks are required for all contractor and subcontractor employees.

• Employees must be escorted at all times by host nation security or a COR-designated individual when accessing U.S. facilities.

• Contractor personnel must not disclose proprietary or sensitive government information.

• Contractor must obtain and maintain all required insurance as per Honduran Government regulations, including Third Party Damage, First Person Fatality, Additional Person Fatalities, and Criminal court representation.

• Defense Base Act (DBA) insurance is mandatory.

• Contractor must ensure employees are not considered Government employees.

• Contractor must provide a Contract Manager responsible for resolving issues affecting delivery, servicing, and maintenance.

• Contractor personnel must adhere to facility security policies and restrictions, including OPSEC requirements.

• Contractor must ensure employees are Honduras nationals if working on military bases.

• The government anticipates award of a firm-fixed price contract.

This document, "Attachment 2 - Bid Schedule (Price List)", provides a detailed breakdown of CLINs (Contract Line Item Numbers) for various vehicle rental and related services. It is intended for bidders to provide their pricing for each item over a 12-month period.

• Vehicle Types: Includes Full size SUVs (7 passenger), Pickups (4x4, 5-door), 15 PAX Vans, Box trucks, Sedans, and various sizes of Buses (25-55 passengers).
• Service Options: Differentiates between services with and without drivers, and includes options for automatic transmission and GPS.
• Units of Issue: Pricing is requested in units of DAY, WEEK, MONTH, HOUR, or GALLON, as applicable.
• Additional Services: Covers "Over Time Driver service", "Toll Fees", and "Fuel".
• Lodging/Food Expenses: Specific CLINs are designated for driver lodging and food expenses when traveling outside the city.
• Company Information Section: A section is provided for the contractor to fill in their company name, address, representative details, CAGE code, UEI, and signature.

Bidders must use this schedule to input their proposed pricing for each CLIN. This forms the basis of the cost proposal and will be a critical factor in the evaluation of bids. The schedule must be signed and stamped by the contractor and is valid for 12 months.

Solicitation / RFP / RFQ

This solicitation, W912QM26QA025, is for rental vehicle services with or without drivers, to include fuel, for the US Government. The services are to be provided throughout the duration of the contract, in accordance with the Performance Work Statement (PWS).

• Rental vehicle services with or without drivers.

• The offer due date is June 22, 2026, at 4:00 PM.

• The evaluation will be based on a best-value approach.

• Evaluation factors, in order of importance, are:

  • Price (fairness, reasonableness, and balance).
  • Technical Plan (must be rated 'Acceptable').
  • Past Performance (minimum of one, maximum of three, relevant to commercial rental vehicles in Central America).
  • Local Presence (offeror must have a local office in Central America or the US; failure to provide this information will result in exclusion from competition).

• Offerors are advised to submit their best price.

• The acquisition is unrestricted.
