Justification for Other than Full and Open Competition (J&A)

This document provides the justification for procuring software support on a brand-name basis, limiting competition to authorized resellers of specific Original Equipment Manufacturers (OEMs). This approach is necessary because the software is already integrated into the existing mission partner infrastructure, and only the OEM or its authorized resellers can provide the required support, updates, and patches to maintain operability and compatibility.
