Solicitation / RFP / RFQ

This is a combined synopsis and solicitation for commercial items, specifically for the modification of thirty-four (34) mat barges used by the U.S. Army Corps of Engineers, Vicksburg District, for transporting articulated concrete mattress (ACM). The procurement is issued as a request for quote (RFQ) with the intent to award a single Firm-Fixed Price contract.

• Modification of thirty-four (34) mat barges.

• Removal of existing C-channel runners on the deck of the barges.

• Replacement of removed C-channel runners with 6" x 14" runs of rectangle tubing.

• Barges measure 160' long x 34' wide x 9.5' tall.

• Contractor must provide all labor, equipment, and materials for removal and installation.

• All work must be completed in accordance with the attached scope of work and drawing.

• Welders must be ABS and AWS certified or similar.

• Contract Type: Firm-Fixed Price.

• Period of Performance: March 30, 2026, to March 31, 2027.

• Offerors must quote a minimum of five (5) barges to be considered responsive. Bids for less than 5 barges will not be considered.

• Award will be based on price per barge, provided it is feasible for government towing.

• The government intends to award without discussions, but reserves the right to hold discussions.

• Offerors are encouraged to provide their best pricing in their initial offer.

• Evaluation Factors: Capability (Technical Approach, Welding Certifications, Equipment and Resources), Scheduling and Management Approach, and Price.

• A proposal receiving a rating of "Unsuccessful" will not be eligible for award.

• All offers must be valid for 60 days.

• 100% Small Business Set Aside.

• NAICS Code: 336611 (Ship Building and Repairing) with a size standard of 1300 employees.

• Technical inquiries and questions must be submitted via Bidder Inquiry in ProjNet (https://www.projnet.org) using the provided Bidder Inquiry Key.

• Offerors are responsible for checking SAM.gov for modifications.

• Contractor's facility must be located on the Lower Mississippi River (mile 100 or less) or no farther north on the Ohio/Tennessee River than Calvert City, Kentucky.

• Barges will be available for work beginning March 2026. The government is responsible for retrieval and delivery of barges.
