Quick Summary

The Defense Commissary Agency (DeCA) is conducting market research through a Sources Sought Notice to identify qualified and capable sources for Preventive Maintenance (PM) and Unscheduled Repair Services for Material Handling Equipment (MHE). These services are required for MHE at designated commissary locations within Group 15 (Mississippi and Louisiana). Responses are due by February 3, 2026, 8:00 PM EST.

Purpose

This notice is for informational and planning purposes only, not a solicitation for proposals or quotes. DeCA aims to assist the Government in determining appropriate acquisition strategies, including potential set-aside decisions, based on industry responses.

Scope of Work

The requirement involves non-personal support services for various MHE types, including pallet jacks, forklifts, and order pickers. The attached documents provide a sample equipment list and specific quantities at each location.

  • Preventive Maintenance (PM): Scheduled quarterly services to ensure equipment functionality, following a PM checklist. The contract is anticipated to be Firm Fixed Price (FFP) for PM.
  • Unscheduled Maintenance (UM): On-demand repairs for equipment needed outside scheduled PM intervals. UM repair calls require a service estimate to the COR within 16 hours and completion within 7 working days of approval. The contract is anticipated to be Time and Material (T&M) for UM.
  • Parts: OEM-specified or equivalent new parts must be used; fuel is excluded.
  • Personnel: Contractor personnel must be certified by Automotive Service Excellence (ASE) and possess relevant experience.
  • Compliance: Adherence to OSHA, DOD, DeCA, and installation safety regulations, as well as environmental laws.
