Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) defines the requirements for preventive maintenance (PM) and unscheduled maintenance (UM) for Material Handling Equipment (MHE) at Defense Commissary Agency (DeCA) locations within the contiguous United States, Alaska, Hawaii, and Puerto Rico.

• The contractor shall perform scheduled PM and on-demand UM for various types of MHE, including pallet jacks, forklifts, and order pickers.

• PM services are to be performed at regular intervals to ensure equipment functionality, based on a PM checklist.

• UM services are for repairs needed outside of scheduled PM intervals to keep equipment operational.

• The contract will be Firm Fixed Price (FFP) for PM and Time and Material (T&M) for UM.

• OEM-specified or equivalent new parts must be used for repairs.

• Fuel is excluded from contractor-provided materials.

• PM services are to be performed quarterly.

• UM repair calls require a signed service estimate to the COR within 16 hours of the call.

• UM repairs require approval and must be completed within 7 working days of approval.

• Delays in UM repairs must be reported to the COR.

• A service ticket must be completed for each PM and UM service, signed by the contractor and COR.

• A service history report must be maintained and submitted quarterly.

• The PWS covers DeCA commissary system locations in CONUS, Alaska, Hawaii, and Puerto Rico.

• Work hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. local time, excluding federal holidays.

• Contractor personnel must be certified by Automotive Service Excellence (ASE) and possess relevant experience.

• Contractor must comply with OSHA, DOD, DeCA, and installation safety regulations.

• Contractor is responsible for safeguarding government property.

• Accidents must be reported promptly.

• Contractor must comply with environmental laws and regulations regarding materials and coolants.
