Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) defines the requirements for preventive maintenance (PM) and unscheduled maintenance (UM) for Material Handling Equipment (MHE) at Defense Commissary Agency (DeCA) locations within the contiguous United States, Alaska, Hawaii, and Puerto Rico.

• The Contractor shall perform scheduled PM and unscheduled UM on various types of MHE, including electric pallet jacks, electric forklifts, and propane/gasoline forklifts.

• PM is scheduled maintenance to ensure equipment operates in its intended functional state.

• UM is unscheduled maintenance or repair performed on an as-needed basis to ensure equipment remains operational.

• The contract will be Firm Fixed Price (FFP) for PM services and Time and Material (T&M) for UM repairs.

• OEM materials and parts must be new and meet or exceed OEM requirements. Fuel is excluded.

• PM intervals are every three months.

• UM repair estimates must be provided to the COR within 16 working hours.

• UM repairs must be completed within 7 working days of approval, unless delayed due to parts.

• A weekly "Repair Timeline Status" report is required for delays exceeding 7 days.

• A service history report must be provided quarterly.

• All repairs and maintenance must comply with federal, state, local laws, regulations, and OSHA standards.

• The PWS covers DeCA commissary system locations in the contiguous United States, Alaska, Hawaii, and Puerto Rico.

• Work hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. local time, excluding federal holidays.

• Work is to be performed on-site unless otherwise approved by the Contracting Officer (KO).

• Contractor personnel must be certified by Automotive Service Excellence (ASE) and possess mechanical aptitude.

• Contractor must comply with OSHA, DOD, DeCA safety regulations, and use required Personal Protective Equipment (PPE).

• Contractor is responsible for safeguarding government property.

• Accidents must be reported promptly.

• Environmental regulations must be followed, including specific requirements for lubricating oils and engine coolants.
