Statement of Work (SOW) / Performance Work Statement (PWS)

This PWS defines the preventive maintenance (PM) and unscheduled maintenance (UM) for Material Handling Equipment (MHE) at commissary system locations operated by the Defense Commissary Agency (DeCA) within the contiguous United States (CONUS), Alaska, Hawaii, and Puerto Rico.

• The Contractor shall perform PM and UM of MHE at DeCA commissary locations.

• PM is scheduled maintenance to ensure equipment operates in its intended functional state, performed at regular intervals. All PM costs (labor, parts, fluids, transportation) are covered by a Firm Fixed Price (FFP).

• UM is maintenance for repairs or service outside of PM intervals, performed on an as-needed basis. UM costs are covered by Time and Material (T&M) rates for labor and actual costs for materials.

• MHE covered includes various types of pallet jacks, forklifts (electric, propane, gasoline), and order pickers/stock selectors. Specific equipment is detailed in the attached MHE CED List.

• PM must be completed within thirty (30) calendar days of contract award and at three-month intervals thereafter.

• UM repair calls must be responded to within sixteen (16) working hours.

• UM repairs must be completed within seven (7) working days of approval, unless delayed by part availability.

• Contractor must maintain cleanliness of work areas and dispose of materials properly.

• Service tickets and PM checklists must be signed by the Contractor and COR.

• Repairs costing less than $2,500 require COR approval; repairs exceeding $2,500 require COR and DeCA HQ EMT approval.

• A service history report must be provided quarterly.

• The recommended period of performance is based on market research.

• Work is to be performed on-site at commissary facilities, Monday through Friday, 8:00 a.m. to 5:00 p.m. local time, excluding federal holidays. Off-site work requires prior KO approval.

• Contractor personnel must be certified by ASE and possess mechanical aptitude.

• Contractor must comply with OSHA, DOD, DeCA, and Installation safety regulations and policies.

• Contractor is responsible for safeguarding government property.

• Accidents must be reported promptly.

• Contractor must comply with environmental laws and regulations regarding lubricants and coolants.
