Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) defines the requirements for preventive maintenance (PM) and unscheduled maintenance (UM) for Material Handling Equipment (MHE) at Defense Commissary Agency (DeCA) locations within the contiguous United States, Alaska, Hawaii, and Puerto Rico.

• The contractor shall perform scheduled PM and unscheduled UM on various types of MHE, including pallet jacks, forklifts, and order pickers.

• PM is scheduled maintenance to ensure equipment operates in its intended functional state.

• UM is unscheduled maintenance or repair required to keep equipment operational.

• The contract is a Firm Fixed Price (FFP) for PM services and Time and Material (T&M) for UM repairs.

• The contractor shall provide OEM-compliant or exceeding parts and materials, and shall not provide fuel.

• PM intervals are every three months.

• UM repair response time: service estimate within 16 working hours of call/email.

• UM repair completion: within 7 working days of approval.

• Delays in repair parts must be reported to the COR with a weekly status update.

• Contractor personnel must be certified by Automotive Service Excellence (ASE) and possess relevant experience.

• Maintain cleanliness of work areas and dispose of materials according to regulations.

• Provide a service history report quarterly.

• Work is to be performed on-site at DeCA commissary locations.

• Hours of performance are Monday through Friday, 8:00 a.m. to 5:00 p.m. local time, excluding federal holidays.

• Contractor must comply with OSHA, DOD, DeCA safety regulations, and environmental laws.

• Contractor is responsible for safeguarding government property.

• Accidents must be reported promptly.

• Government will provide necessary utilities.
