Purpose & Scope
ANAD requires external laboratory services to support its maintenance, repair, overhaul, and modernization efforts, as it lacks the in-house capacity for all necessary materials testing. This solicitation aims to acquire comprehensive material laboratory services for ferrous and non-ferrous metals, polymers, coatings, and other materials.
Key Requirements
Services include, but are not limited to:
- Weld Procedure Qualification Sample Processing: Including Non-Destructive Testing (NDT) such as Visual, Magnetic Particle, Liquid Penetrant, Ultrasonic, Radiographic, and Eddy Current Testing, performed to AWS and ASME standards.
- Materials Identification: Utilizing techniques like Optical Emission Spectroscopy, X-Ray Fluorescence, Positive Material Identification, and Microscopy.
- General Materials Testing: A wide range of tests including Hardness, Tensile, Impact, Corrosion, Plating Thickness/Adhesion/Analysis, Chemical Analysis, Microstructural Analysis, and Failure Analysis. All testing must adhere to applicable military standards and industry best practices, with detailed written reports required for each request.
Contract Details
This is a Special Notice / Solicitation (AoI 0006) under the ACC-ANAD Commercial Solutions Opening (CSO) W911KF-25-S-C002, authorized by Section 803 of the National Defense Authorization Act (NDAA) for FY2022. The period of performance is one year from the date of award. Awards are subject to fund availability and successful negotiations; ACC-ANAD is not obligated to make an award. Contracts awarded under the CSO are typically fixed-price and follow FAR Part 12 Commercial Item Procedures.
Submission & Evaluation
- Solution Submission: Written solutions must be submitted via email by 4:00 P.M. (CDT) on May 26, 2026. Solutions received after this deadline will not be evaluated.
