This solicitation is for the rental of Material Transfer Vehicles (MTVs) for Avon Park Heavy Equipment Rental (MTV). The rental is to be in accordance with the specifications, timelines, and other requirements outlined in Attachment 1 - SOW dated April 27, 2026.

• The acquisition is set aside 100% for Small Business.

• Payment will be made via Wide Area WorkFlow (WAWF).

Statement of Work (SOW)

To provide a Material Transfer Vehicle (MTV) for reheating Hot Mix Asphalt (HMA) to support paving operations on Taxiway Hotel at Avon Park Florida Air Force Range.

• Provide a Material Transfer Vehicle (MTV) that can be rear-loaded from a dump truck and is compatible with a Cat AP900 Asphalt Paver.

• The MTV will be used for paving operations supporting C-17 Operations.

• Approximately 8,100 tons of HMA will be reheated.

• Rental Period: Minimum of 30 days, maximum of 50 days.

• Requested Window: June 20th, 2026, through September 30th, 2026.

• Location: Taxiway Hotel at Avon Park Florida Air Force Range, Avon Park, Florida.

• Submittals: Equipment Data Sheet, Operating Manual, and Maintenance Documentation.

• Availability: MTV must be continuously on-site and available for use during the rental period, regardless of active paving.

• Transportation: Contractor responsible for safe transport of the MTV to and from the site.

• Daily Availability Log: Contractor and Government to maintain a log verifying on-site and operational days for billing.

• Maintenance: Contractor responsible for all regular and preventative maintenance.

• Personnel: Drivers must be licensed, capable of operating heavy machinery, and able to communicate in English. Contractors must be available via cell phone for issues.

• MTV must reheat HMA to at or above 280 degrees Fahrenheit.

• MTV must be compatible with a Cat AP900 Asphalt Paver and rear-loadable from a dump truck.

• Hopper Insert must meet specific standards (13-ton capacity).

• Pricing: Offerors must submit a per-day rate for all 50 days. Payment is based on actual days on-site and available, with a minimum of 30 days guaranteed.

• Equipment Failure: Contractor is responsible for repairs or replacement if the MTV fails due to no fault of the customer.

• Definition of a "Day": Up to ten (10) hours of equipment use within a 24-hour calendar day. Prorated rates apply if equipment becomes inoperable during a planned utilization day.

• Salient Characteristics: Detailed specifications for the Remixing Transfer Vehicle are provided, including fuel source, capacity, dimensions, and drive systems.
