This document is a Solicitation, Offer, and Award (Form 1) for on-demand mathematics tutoring services. The Federal Aviation Administration (FAA) is seeking to procure these services to support Airway Transportation System Specialists (ATSS) training.

• Provide on-demand, one-on-one tutoring services via an online web-based format.

• Tutoring must cover specific subjects including Mathematics Refresher, Environmental Concepts, Antennas & Transmission Lines, Advanced Antennas & Transmission Lines, and Instrument Landing Systems (ILS) Concepts.

• Support must be available Monday through Friday, 0700-1530 Central Time, excluding Federal Holidays.

• Sessions must be recorded and archived by the vendor for two years.

• The contractor must support a maximum of 20 FAA users simultaneously.

• Contract Type: Indefinite Delivery / Indefinite Quantity (ID/IQ) with Firm Fixed Price (FFP) CLINs.

• Period of Performance: Base Year (09/29/2026 - 09/28/2027) with four (4) one-year option periods, totaling up to 66 months.

• Minimum order: 1 session.

• Maximum order: 800 sessions per period of performance.

• Offers must be submitted electronically via email to Timothy.G.Thannisch@faa.gov.

• Proposal submission deadline: May 4th, 2026 at 12:00 PM Eastern Time.

• Proposals must be binding for 180 calendar days.

• Evaluation will be based on a Lowest-Priced, Technically Acceptable (LPTA) approach.

• Technical proposals will be evaluated on a Technically Acceptable/Technically Unacceptable basis.

• Past performance will be evaluated on an Acceptable/Unacceptable basis.

• The North American Industry Classification System (NAICS) code is 611691 – Exam Preparation and Tutoring.

• The small business size standard is an annual average receipts not exceeding $12.5M.

• A tiered evaluation process will be used, prioritizing Small Business Concerns.

• Attachment J.1 provides a sample of formulas and problems that tutors may be required to assist with.

This document, "Attachment J.1-Sample Problems and Formulas," contains formulas and practice problems related to "Tutoring Support Addendum." This form is critical for bidders to demonstrate their qualifications and experience. Accurate and complete submission of this form, detailing relevant past performance, is essential for the government's evaluation of the offeror's capabilities in relation to the opportunity's requirements.

This document is a Past Performance Questionnaire designed to gather feedback from previous customers regarding an offeror's performance on past contracts. This information is crucial for the Federal Aviation Administration (FAA) in evaluating proposals for an Online Mathematics Tutoring Service, as past performance is of considerable importance to this acquisition.

• Rating Levels: Defines performance levels from POOR to EXCELLENT, with clear descriptions for each.
